- Solicitation Package This notice provides details of a project to be completed at the Plant Materials Center in Coffeeville, Mississippi. The Natural Resources Conservation Service (NRCS) will request Quotes to solicit for award of a firm fixed price contract (FFP) to install drainage structures and complete road maintenance. This is a request for quote (RFQ) solicited using the simplified acquisition procedures of FAR Part 13. No other solicitation procedures will be used. This is the only posting for this project. GENERAL DESCRIPTION: The Coffeeville Mississippi Plant Materials Center (PMC) needs to install two drainage structures in farm field and completefarm road maintenance. All work is to be performed at the USDA NRCS Jamie L. Whitten Plant Materials Center located at 2533 County Road 65, Coffeeville, MS. The work to be completed is located inside the PMC premises. The contractor shall furnish all labor, materials, equipment and supervision required to construct the project at outlined in statement of work and detailed in the documents attached hereto. The estimated value of this project is between $25,000 and $100,000. This acquisition is 100% set-aside for small businesses. The applicable NAICS code is 237990, other heavy and civil engineering construction. The Small Business Standard Size for this NAICS is 36.5 mil. a. One (1) Firm Fixed Price (FFP) contract award will be issued for the aggregate of all items to a Responsible Offeror to the most advantageous quote offer based on solicitation requirements; The work shall be completed within 30 calendar days; b. A site visit is is scheduled for Wednesday June 14, 2017 at 9:00 am Central Time. Additional information can be found in the solicitation package. Contractors are strongly urged to attend the site showing. There will not be any additional site visits for this project; c. Interested offerors may register at www.fbo.gov to receive notification when and if any amendments are issued and available for downloading. All responsible sources may submit an offer which shall be considered by the agency. Date and time to receive quotes will be found in the solicitation documents; d. All interested contractors must be registered in the System for Award Management (SAM) website prior to being awarded a federal contract. Detailed information about SAM is available at www.sam.gov. It is recommended that interested vendors register as early as possible during the solicitation process as to not to delay the award process; e. Payment security (i.e. payment bond or irrevocable letter of credit) shall be required after award is issued to the successful offeror; f. The successful offeror may be required to attend a post award conference; g. This project constitutes a federal construction requirement that shall be directed by a U.S. Government Agency. NRCS Mississippi shall be acting on behalf of the U.S. Government Individual Landowners and State, County or City employees shall not have express authority to speak on behalf of NRCS Mississippi regarding any matters related to this construction requirement project; h. This procurement is being handled by the USDA NRCS Contracting Services Branch Team 2 located at the USDA NRCS Caribbean Area Office in Puerto Rico on behalf of the USDA NRCS Mississippi State Office. Quotes shall be mailed and received by the USDA NRCS Caribbean Area Office prior to the receipt deadline. Any quote received after the expressed deadline shall be considered no responsive and will not be considered for final award. When submitting your quote take this into consideration.
