N00164-17-S-NC12 - SOURCES SOUGHT- INFORMATION TO MEET REQUIREMENTS FOR WORKSHOPS ON ELECTRO-MAGNETIC SPECTRUM WARFARE. Analytical Workshops Electromagnetic Operations on DoD Operations - PSC AD91 - NAICS 541712 Issued Date: 8 Jun 2017 - Closing Date: 30 Jun 2017 - 02:00 PM (EDT) MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. Naval Surface Warfare Center (NSWC), Crane Division has been tasked in seeking prospective sources of information to meet requirements of providing a series of analytical workshops to assess implications of current trends in electromagnetic operations on DoD operations while also analyzing the discussions, operational strategies and warfighting concepts resulting from Workshops on the role of EMS Warfare and developing strategies for the future of Electro-Magnetic Spectrum Warfare. Proposed project will be a Firm Fixed Price contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Responses in any form are not Request for Quotes (RFQ), Invitation for Bids (IFB), or Request for Proposal (RFP). Issuance of the Sources Sought does not impose any obligation on the Department of the Navy or NSWC Crane and does not signify a firm commitment to issue a solicitation or a contract. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 541712. Small Business Size Standard for this acquisition is 1,000 employees. Prior Government contract work is not required for submitting a response under the sources sought synopsis. All interested parties are strongly encouraged to submit a capabilities statement. Detailed information needs to identify Initial Research and Workshop Preparation, Workshop Execution, and Analysis of Findings from Workshop and Preparation of Final Technical Report. The capabilities statement should address the following bullets as well as. •Offeror's name, address, point of contact, phone number, e-mail address, DUNS, and CAGE Code. •Offeror's interest in quoting on the solicitation when it is issued. •Offeror's capability to perform a contract of this nature - provide at least 3 examples with points of contact. •Offeror's type of small business and Business Size (Whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a) •Page limit is 15 pages single sided Interested Offers' shall respond to this Sources Sought Synopsis no later than 02:00 PM (EDT) 30 Jun 2017.
