Description
Adds FAR 52.219-14, Limitations on Subcontracting to the solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W912SV-17-T-0005 is hereby issued as a Request for Quote(RFQ). The Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, Dated 19 January 2017 and the Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20161222. It is the contractor's responsibility to become familiar with applicable clauses and provisions. This acquisition is under North American Industry Classification Standards (NAICS) code 562991. This RFQ is for a Firm Fixed Price (FFP) contract for Portable Chemical Latrines with Hand Sanitizers as specified in Exhibit A at Camp Edwards Training Site, Joint Base Cape Cod (JBCC), Massachusetts 02542. If you plan on attending the site visit, please complete and return Exhibit_C_Camp Edwards Access Roster with EVERYONE that will be in your party and return to MSG Donald Mello at donald.t.mello.mil@mail.mil NO LATER THAN Tuesday, June 6 at 12;00 noon. Falure to do so will inhibity your ability to enter the facility and ultimately jeopardize your company's ability to participate in the site visit. All planning on attending should arrive at the access gate NLT 8:30 a.m. EST. See attached strip map to access gate via MA-Rt 28 from the Massachusetts State Police Station D-7 at the Bourne rotary (Exhibit_D). The Government intends to award a contract to a qualified vendor deemed responsive in accordance with the Federal Acquisition Regulation (FAR) Part 12, whose quote conforms to all of the RFQ's requirements and is judged to represent the Best Value to the Government in accordance with the evaluation scheme set forth in this RFQ. Evaluation will be based upon lowest price technically acceptable (LPTA), and delivery of requirements will be FOB destination. This office will consider any late quotes or any late revisions of quotes as non-responsive. In no event shall any understanding or agreement between the Contractor and any Government employee other than the Contracting Officer on any contract, modification, change order, letter or verbal direction to the contractor be effective or binding upon the Government. All such actions must be formalized by a proper contractual document executed by an appointed Contracting Officer. The Contractor is hereby notified that in the event a Government employee other than the Contracting Officer directs a change in the work to be performed or increases the scope of the work to be performed, it is the Contractor's responsibility to make inquiry of the Contracting Officer before making the deviation from the written terms of the contract. Payments or Partial payments will not be made without being authorized by an appointed Contracting Officer with the legal authority to bind the Government.
