Description
SOURCES SOUGHT FOR INSTALLATION OF SEWAGE LAGOON, DUMP STATION, SEPTIC TANK AND LIFT STATION CONSTRUCTION FOR APPALACHIA BAY PUBLIC USE AREA, KEYSTONE LAKE, OKLAHOMA This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary acquisition planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information requests. Respondents will not be notified of the sources sought evaluation results. PURPOSE: The U.S. Army Corps of Engineers (USACE) - Tulsa District (SWT) is conducting market research to identify sources capable of: 1) installing a Sewage Lagoon, 2) installing a Dump Station and Septic Tank, 3) installing a Sewer Lift Station, and 4) complete final Grading and Landscaping at Appalacia Bay Public Use Area (PUA) located on Keystone Lake, Pawnee County, Oklahoma. Actual work address for this project is 600 East Appalachia Bay Road, Cleveland, OK. 74020. Work is expected to begin starting in July or August 2017. The type of set-aside decision(s) to be issued will depend upon the responses to this sources sought announcement and associated market research. SMALL BUSINESS INFORMATION: The purpose of this sources sought is to gain knowledge of the interest, capabilities and relevant experience from Small Business classes to provide construction services for this requirement. The Government must ensure there is adequate interest and competition among the potential pool of responsible firms. USACE is encouraging responses from all qualified SMALL BUSINESS sources capable of providing these services. Interested Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Women-Owned Small Business, Service Disabled Veteran Owned Small Business (SDVOSB) Concern, are highly encouraged to respond to the sources sought. NAICS 237110 is not available for set-aside to Economically Disadvantaged Woman Owned Small Business (EDWOSB), however, EDWOSB may still submit and would be eligible to compete if the acquisition is determined to be a total Small Business set aside. It is anticipated that a Firm Fixed Price (FFP) award will result, should a solicitation be issued, to the lowest priced vendor who can meet the objectives & specifications required in the Statement of Work (SOW)/Performance Work Statement (PWS). NAICS for this project is 237110 "Water and Sewer Line and Related Structures Construction" with a size standard of $36,500,000.00. Small Business firms are reminded under FAR 52.219-14, Limitations on Subcontracting, that at least 15 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $25,000.00 and $100,000.00. Estimated duration of the project is 90 calendar days. REQUIREMENT: ACCOMPLISHMENT OF WORK: All work shall be accomplished in a safe, workmanlike manner and in accordance with standard industry practices. Plumbing work shall comply with the National Plumbing Code. Electrical work shall comply with the National Electrical Code. The contractor shall provide a copy of all required licenses. INSTALLATION OF SEWAGE LAGOON: The dozing, excavation, and installation of the lagoon shall be completed as per manufactures and state and local recommendation. The Lagoon dimensions must be 113 feet by 113 feet and square and have a depth of at least 7 feet. The bottom of the lagoon shall be level. The lagoon bottom and interior slope of the dike shall be constructed of homogeneous clay soil (6"-9" thickness) and shall be compacted thoroughly. Soils used in clay liner shall have a minimum plasticity index of 15 as tested by Atterberg Limit tests (ASTM D-4318), a minimum of 50 percent passing the number 200 sieve, and re-compacted Clay materials shall contain no sod, brush, roots, frozen soil, or other perishable materials. Rock particles larger than 3 inches shall be removed prior to compaction of the clay. During final inspection, a leakage test shall be conducted on the lagoon. Leakage test procedure must be performed in a manner approved by DEQ. Dikes shall be constructed with a slope of no more than one foot vertical rise per three feet horizontal run (1:3). The top of the dikes shall be uniformly graded with no depressions or mounds that would hinder maintenance. The top of the dike shall be at least one foot above the surrounding terrain to divert surface runoff. Lagoon will be attached to incoming sewer lines made of solid pipe (minimum schedule 40 pipe) that complies with the minimum 6" diameter, terminate in the center of the lagoon, be anchored and supported, and discharge onto a concrete structure that is a minimum of one square foot. The excavation and backfilling operation shall be performed so that the topsoil material is segregated and then replaced on the surface to provide a suitable seed bed. Contractor must install a 6 foot woven wire fence or equivalent around the lagoon with a 12 foot gate. Contractor shall post signage approved by the Lake Manager on each side of the fencing. INSTALLATION OF DUMP STATION AND SEPTIC TANK: The installation of the dump station shall have a sloped concrete apron with a drain at least 4 inches in diameter at the low point near the center of the pad. In the opening of the drain a 12 inch section of rebar shall be inset in the concrete. Drain must have tight-fitting drain cover equipped with a foot operated attachment or similar device, to open the drain cover without directly contacting waste material. Install approved water hydrant adjacent to the dumping station for flushing down the drain pad after use. The waterline shall have an approved atmospheric vacuum breaker attached to the water outlet to prevent possible back-siphonage into the water supply system. The vacuum breaker must be installed downstream from the shutoff valve and at the highest point. A sign must be posted on the hydrant at the dump station stating that the adjacent water outlet is "Non Potable". Another water hydrant will be installed a minimum of 50 feet from the dump station for drinking water. All plumbing of the water line shall be completed using 1" polyethylene pipe and fittings. The excavation and installation of the septic tank minimum 1500 gallons) shall be completed as per manufactures and state and local recommendation. Station shall set on 6" of compacted AB3 gravel. The outlet of the septic tank shall be at least one foot above the designed five-foot maximum liquid depth of the lagoon. Station will be attached to incoming and outgoing sewer lines with no bends and all precautions taken to keep the station from settling and causing sheering of these lines. Three feet from the well the contractor shall add a ball valve on the outgoing line. It will be installed so that it can be operated without having to excavate. The intent of this is to be able to shut of the outgoing line so that effluent will not run back into the well if something in the well fails. The excavation and backfilling operation shall be performed so that the topsoil material is segregated and then replaced on the surface to provide a suitable seed bed. INSTALLATION OF SEWER LIFT STATION: The excavation and installation of the lift stations shall be completed as per manufactures and state and local recommendation. Station shall set on 6" of compacted AB3 gravel. Station will be attached to incoming and outgoing sewer lines with no bends and all precautions taken to keep the station from settling and causing sheering of these lines. Three feet from the well the contractor shall add a ball valve on the outgoing line. It will be installed so that it can be operated without having to excavate. The intent of this is to be able to shut of the outgoing line so that effluent will not run back into the well if something in the well fails. The excavation and backfilling operation shall be performed so that the topsoil material is segregated and then replaced on the surface to provide a suitable seed bed. FINAL GRADING AND LANDSCAPING: Upon completion of the backfill operations the Contractor shall ensure that all rocks, roots and any other debris is cleaned up from the work area and disposed of off government property. All disturbed areas, associated with the construction, shall be landscaped making the area suitable for seeding, planted with Bermuda grass seed and hay mulch will be spread on the area to assist with the reseeding. ADDITIONAL INFORMATION: Septic Tank Commercial septic tank shall be concrete with a minimum of 4000 psi, 4%-6% entrained air, tank penetrations are integrally cast, and all joints sealed with butyl rubber joint sealant. Tank shall be 1500 gallons, center access covers should have risers (23") to bring cover access to grade, and vacuum tested. Each end of the tank shall have a cleanout cover (11" X 13"). Tank shall have a minimum of 3 inlets with poly lok pipe seals. Tank shall have a minimum of a 4" PVC coupling with Schedule 40 pipe. All pipes must be glued. Effluent filter shall be installed on tank outlet. Lift Station Commercial sewage lift station shall include two submersible Hydromatic, HPG200M2-2 grinder pumps (2 HP, 230 volt single phase, 15.6 amps, 60 hertz) each guided by two stainless steel guide rails extending from the top of the wet-well to the discharge connection. These pumps will alternate in use. Sealing of the pump unit to the discharge line connection shall be accomplished by a machined (metal to metal watertight contact) with a rubber flange. The intent of this design is so that the pumps may be pulled up and out of the well to be serviced. The discharge line shall pass through the wall of the well with stainless steel pipe and metal threaded connections, inside and outside, to the discharge line (the intent of this specification is to eliminate any issues with movement between the well and the line). The one way valve shall be located inside the well on the pump side of the vertical discharge line connection with union couplings so it can be serviced. Each horizontal line, on the discharge side of discharge line connection, there shall be a valve that is accessible from the lid of the well, that when turned off keeps water from returning into the well when the pump is being serviced. No portion of the pump shall bear directly on the wet-well floor. The pump shall be capable of producing 30 gpm at a total pumping head of 30 feet. The wet well chamber shall be 1000 gallons constructed of fiberglass equipped with anti-floatation flanges. A bolt down cover plate of ¼ inch diamond tread aluminum construction reinforced to 300 psi live load, stainless steel locking devices and accessories with bituminous undercoat. A NEMA 4X control panel shall be pedestal mounted directly on the wet well cover. A NEMA 4X junction box with cord grips and a stainless steel float switch bracket, wiring shall be installed in conduit. All electrical and junction boxes shall be mounted outside the well mounted on the pedestal, accessible and in waterproof boxes (the intent of this specification is to only have wires in the well). The float switches shall be Hydromatic 3900 mercury switches in polypropylene casings with PVC sheathed cables. Any deviations from this specification must be approved by the COR. Sewer pipe and fittings shall be minimum Schedule 40 ABS Type DWV to connect to the lagoon, septic tank, and lift station incoming and discharge lines. AB3 gravel and sand. Soils used in clay liner shall have a minimum plasticity index of 15 as tested by Atterberg Limit tests (ASTM D-4318), a minimum of 50 percent passing the number 200 sieve, and re-compacted. Fencing Woven wire field fence, 47 inches high, 12½ gauge Barbed wire, 4 point, 12½ gauge T-Posts, 6.5-foot height, 1.25 size Corner posts, 8-inch diameter metal Cross brace posts, 5-inch diameter metal Concrete (Sakrete or approved equal) Gate, wire filled, 4 gauge, 12-foot width Fence and gate tie wire 9 gauge aluminum Fence and gate fittings shall be heavy brace band and carriage bolt, heavy tension band and carriage bolt. TESTING: Standard industry practices. WARRANTY: One year warranty. MANUALS: The contractor shall furnish a copy of all the related drawings and manufacturer's manuals to the Keystone Lake Office. ANTICIPATED PERIOD OF PERFORMANCE: The period of performance is anticipated to be for 90 days. Work must be completed no later than 90 days from notice to proceed. EXPERIENCE / CAPABILITIES STATEMENT CRITERIA : Interested companies/vendors are invited to submit a brief Statement of Capability (SOC) (no more than 5 pages). Please follow the following name convention: Contractor's name: SS: W912BV17ApplachiaBay. This documentation shall address, as a minimum, the following: (1) Company Profile Cover Letter to include the company name, address, point(s) of contact, telephone number, email address, business classification, DUNS number, and Cage Code. (2) Relevant experience within the last four years demonstrating capability to perform the requested services. The company shall provide at least two (2) contracts, ongoing or completed, for like or similar services, held with the U.S. Army, other Government agencies or private industry. Include any contract number, Government/Agency or firm point of contact (POC) and current telephone number for the POC. The interested company/vendor must have served as either the prime contractor or a subcontractor (performing a substantial portion of the work described in this Sources Sought Notice). **Proof of System for Award Management (SAM) registration is required in your response. For example, providing a valid Commercial and Government Entity Code (CAGE Code) will allow USACE to verify your registration in the SAM system. The Contract Specialist will search the SAM database using the provided CAGE code, supplied by the vendor, to determine eligibility. Interested companies who are not currently registered in SAM but wish to compete for this award, must be fully registered by the time of award or risk your quote being declared as "Non-Responsive". USACE will not delay the award of a contract for a company not fully registered in the SAM system prior to the award date.
