- This is a Sources Sought announcement for acquisition planning purposes. All eligible and qualified contractors may submit capability statements for consideration. The capability statements received will be reviewed to determine the quantity and availability of contractors who have the required experience, technical level of expertise, administrative and management capability to manage the services described below. The capability statements received will be used to determine the Bureau of Reclamation's overall procurement strategy. A solicitation will be issued in the next 30-60 days. The Bureau of Reclamation, Minidoka Dam in Rupert, Idaho has a need for a crane rental with operator to assist in repairs needed on the south side canal headworks. The crane is needed to install, remove bulkheads, the crane must lift a weight of 15,000lbs, reach 50 ft. from the edge of the crane and for example: If a crane had a 15 ft. offset out the back to the edge of the crane, then it would need to have a 65 ft. reach. Government will provide specialty lifting equipment and signalman, as well as a site visit. A rental for repair of a scaffolding is needed to weld a new support beam across both of the faces of the south side canal headworks radial gates and replace all 4 gate arms to provide access to the mounting points. Vendor shall provide and install scaffolding that goes all the way around the gate structure so all gate arms and both of the skin gate are accessible. There are 2 separate bays that each hold a single radial gate that would need scaffolding set up in a U shape. The canal has an unloading point that is level with the top of the canal and the scaffolding would need lowered into approx. 18-20ft canal, which the Bureau of Reclamation (BOR) could furnish a crane to lower the scaffolding into the canal. Gate face varies approx. 2-3ft in from the bottom of the gate. Scaffolding Needs: Quantity of 4: 8 ft. high, 20ft long scaffolding platform for each canal gate arm Quantity of 2: 10 ft. high, 16ft long scaffolding platform across each gate that has an approx. overhang of 3 ft. to allow workers to work against the gate as the top of the gate is further away from the bottom. *Please see attached drawing. Quantity of 2: 4 ft. high, 16ft long scaffolding platform across each gate that has an approx. overhang of 2 ft. to allow workers to work against the gate as the top of the gate is further away from the bottom. This will go below the 10 ft. high section. *Please see attached drawing. Installation of Scaffolding must meet OSHA Directive Number: STD 03-10-004; Title: 29 CFR 1926.451 Scaffolding, in addition to Reclamations Safety and Health Standards (RSHS). **Drawings and more detailed specifications will be produced at solicitation. Work is estimated at 10/23/17-11/10/17 with 8 hour shifts per day for the crane rental. Scaffolding duration is 21 calendar days. Finals dates will be made at solicitation. The North American Industry Classification System (NAICS) Code for this acquisition is 238990 All Other Specialty Trade Contractors. If an offeror feels that there is a more suitable NAICS Code classification for this item, please indicate when submitting your capability package. The government discloses that multi awards may be made at time of final award. Interested contractor's may submit capability packages that include the following information: (1) Firm's name, address, telephone and fax numbers, business size and type: Women-Owned Small Business, (8)(a), HUB Zone, Service Disabled Veteran, Small Business, Large Business, etc.), Service Disabled Veteran Owned Small Business and point of contact to include e-mail address and telephone number; (2) Capability statements are to be submitted not later than 1:00 P.M. Local Time on June 15, 2017.
