Description
The 104th Fighter Wing, Barnes ANGB, Massachusetts intends to issue an Invitation For Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to complete the following project; Repair Lighting Protection Bldg 13 and 19 and Install Static Ground Rods in North Dearm Pad. This project is at Barnes Air National Guard Base, 175 Falcon Drive, Westfield, Massachusetts. REPAIR LIGHTING PROTECTION BLDG 13 AND 19 (AXQD162603). The work includes abandoning the existing grounding rod at the corner of building 13 and 19, then install a new grounding rod with a heavy duty cover at the corner of the buildings so as to be in compliance with NFPA 780. Connect the grounding rod into the existing ground loop at the corner of the building and extend to the new grounding rod. For Bldg 13 and 19 each, install a potential probe and current probe. Test the system before and after installation to provide verification it is properly working. Repair/patch asphalt or concrete where cut into to install grounding rod and grounding loop. Return any disturbed ground/grass to original condition. INSTALL STATIC GROUND RODS IN NORTH DE-ARM (AXQD162016) The work includes coring a 6 in diameter hole through concrete slabs to install a ¾" diameter 10' long galvanized steel grounding rod with a Shepard's Hook. Fill the hole around the grounding rod with grout conforming to ASTM C 1107 Grade A, B, or C. Grounding rod is to be installed with cover rated for heavy traffic, depressed by.25 inch with a 4" to 5" iron locking cover, with integral wrench opening means. Ensure collar is either steel or cast iron. Grounding rods installed in the dirt/grass shall be installed with a concrete pad approximately 12" x 12" x 4". Test each static grounding rod to ensure resistance of no more than 10,000 ohms. The contract duration is 100 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $36,500,000.00. The magnitude is between $50,000 and $100,000. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on-or about 23 June 2017. The tentative date for the pre-bid conference is on-or about 30 June 2017, 9:00AM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. The bid opening date is scheduled for on-or about 25 July 2017. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in SAM. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on- line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/offerors cannot log into the FedBizOpps home page and search for data.
