- The Naval Research Laboratory (NRL) has a requirement for scientific and engineering R&D services to support the development and application of existing and planned future satellite-based remote sensing systems, for investigating of new remote sensing methods, for first-principles modeling of atmospheric processes, and for emerging whole-atmosphere data assimilation and modeling systems. Tasks may include: hardware engineering, software engineering, scientific computation and analysis, and project coordination in support of both research and operational satellite-based optical experiments whose objectives include remote sensing of the composition and structure of both the neutral atmosphere and the thermosphere/ionosphere system, scientific and computational expertise in support of theoretical investigations involving numerical modeling and data analysis of terrestrial, solar, and planetary atmospheres and provide support for radio signal analysis. Deliverables will consist of reports as defined by the Contract Data Requirements List (CDRL) of the base contract. Perspective contractor's personnel available with favorably adjudicated investigations and final DoD granted personnel security clearances required for the performance of the contract. A complete Statement of Work (SOW) will be available as part of the solicitation. It is anticipated that a Cost Plus Fixed Fee (CPFF) contract will be awarded as a result of the solicitation. The work shall be performed at the Naval Research Laboratory (NRL), Washington, DC. The North America Industry Classification System (NAICS) code is 541712. Based on a survey of the market, the government has determined that the services to be acquired do not meet the definition of a commercial item. Therefore, the government does not intend to use the procedures as outlined in FAR Part 12 for this acquisition. The NRL uses electronic commerce (EC) to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided.
