- SOURCES SOUGHT FOR Erosion Repair, Culvert Plugging, Metal Pipe Installation, Timber Removal and Gravel Access Road Installation Tenkiller Dam Tenkiller Lake, OK This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary acquisition planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information requests. Respondents will not be notified of the sources sought evaluation results. PURPOSE: The U.S. Army Corps of Engineers (USACE) - Tulsa District (SWT) is conducting market research to identify sources capable of providing all supplies, materials, labor, tools, and equipment necessary to repair erosion on the right downstream abutment, manufacture and install temporary plug to existing Reinforced Concrete Pipe (RCP), install new Corrugated Metal Pipe (CMP), remove timber near original river below Tenkiller Dam Embankment, and install gravel road near original river below Tenkiller Dam Embankment, Tenkiller Lake, Oklahoma. Tenkiller Dam Embankment is located in Sequoyah County, Oklahoma. Work is expected to begin starting in August or September 2017. The type of set-aside decision(s) to be issued will depend upon the responses to this sources sought announcement and associated market research. SMALL BUSINESS INFORMATION: The purpose of this sources sought is to gain knowledge of the interest, capabilities and relevant experience from Small Business classes to provide construction services for this requirement. The Government must ensure there is adequate interest and competition among the potential pool of responsible firms. USACE is encouraging responses from all qualified SMALL BUSINESS sources capable of providing these services. Interested Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Women-Owned Small Business, Service Disabled Veteran Owned Small Business (SDVOSB) Concern, are highly encouraged to respond to the sources sought. NAICS 237990 is not available for set-aside to Economically Disadvantaged Woman Owned Small Business (EDWOSB), however, EDWOSB may still submit and would be eligible to compete if the acquisition is determined to be a total Small Business set aside. It is anticipated that a Firm Fixed Price (FFP) award will result, should a solicitation be issued, to the lowest priced vendor who can meet the objectives & specifications required in the Statement of Work (SOW). NAICS for this project is 237990 "Other Heavy and Civil Engineering Construction" with a size standard of $36,500,000.00. Small Business firms are reminded under FAR 52.219-14, Limitations on Subcontracting, that at least 15 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $25,000.00 and $100,000.00. Estimated duration of the project is 60 calendar days. REQUIREMENT: MATERIALS. The contractor shall furnish all materials and supplies required to complete this task. Corrugated Metal Pipe (CMP) and Safety Slope End Sections. The galvanized steel coils on the CMP shall conform to the applicable requirements of AASHTO M 218 or ASTM A 929. The CMP shall be manufactured in accordance with the applicable requirements of AASHTO M-36 or ASTM A 760. Pipe length is approximately 38' +/- and shall be 12 gauge and installed with safety slope end sections. Gravel. Approximately 30 cubic yards of crusher run base with fines for eroded area will need to be provided by the contractor. Existing gravel that has been washed down slope from eroded area will be available for use by the contractor. Approximately 82 cubic yards of crusher run base with fines for the access will need to be provided by the contractor. Herbicide. Herbicides used in this contract must be federal and state approved and suitable for the use. List of Recommended Herbicides. All herbicides proposed for use on this project shall be safe for aquatic locations and must be approved by the COR PRIOR to use. DELIVERY AND STORAGE: Materials shall be delivered to the work site. Materials that are damaged during delivery or due to improper storage shall be replaced at no cost to the Government. All herbicides shall be applied, mixed, stored and disposed of in strict compliance with federal, state and local laws. WORK PROCEDURES Plugging of existing Reinforced Concrete Pipe (RCP). An existing RCP of approximately 75' +/- will be plugged approximately 1 foot inside each end of the pipe. The plug shall be manufactured with a material that will not decompose, will restrict all water flow from entering pipe, and can be easily removed if required. The plug material shall be approved by the COR prior to manufacture and installation. Corrugated Metal Pipe (CMP) Installation. CMP shall be install in accordance with AASHTO standard specifications for Section 26 or ASTM A 798. A new 24 inch CMP of approximately 38' +/- in length with safety slope end sections will be installed by the contractor at the general location identified on the site map. For installation, contractor shall cut asphalt roadway 90 degrees perpendicular with existing roadway to place the CMP. Existing guardrail will need to be removed and replaced where necessary to install CMP. Base gravel with fines shall be placed around CMP when installed and compacted in 6 inch lifts. A minimum of 2 inches asphalt patch will be placed by the contractor where asphalt was previously removed in such a manner as to allow smooth transition on the road surface. Repair of erosion on right downstream abutment. Vegetation shall be cleared from work site by contractor prior to placement of gravel and grading of eroded area. Crusher run base with fines shall be placed in eroded site and compacted in 6 inch lifts. Following placement of crusher run, contractor shall grade work site to a smooth transition with existing slope. Removal of various sizes of timber near original river channel below Tenkiller Dam Embankment. The contractor shall provide all labor, materials, tools, equipment and other items required to cut and remove trees of various sizes from the dam area at Tenkiller Lake, Oklahoma. The contractor shall remove and dispose of all materials resulting from the trees being cut. Debris may be burned in an area designated by the COR. Burning shall not take place on any part of the structure. If the debris is to be burned, the contractor shall protect building and other structures, trees, and utilities from damage due to the burning activity. The contractor shall be responsible for keeping the fire under control in the designated area. Work area is approximately 1 acre(s) in size as noted in red on Photograph 6 below. The area will be marked by the Government prior to work being performed. Work area for Option 1 is approximately.5 acres(s) in size as noted in green on Photograph 6 below. Within the work area(s) noted above, small trees which are identified shall be removed completely with excavation and removal of the trunk (stem), rootball and all roots with diameters greater than ½ inch. Resulting excavated space shall be made free of organic debris and filled and compacted according to the original soil and compaction specification. At a minimum, fill and compactions shall match adjacent soil and compaction. The excavation shall be backfilled and compacted. Stumps shall be coated with herbicide to prevent re-growth. Measures shall be taken to keep chemicals within the area described. If sprayed on, over spray will be kept to a minimum. Application will be in strict compliance to the product label. The contractor shall furnish copies of the herbicide labels to the COR prior to application. The contractor shall determine the correct herbicide to be used to apply to woody vegetation and around water from the approved list of chemicals as noted in paragraph 6.3.2. A gravel access road, Option 2, is approximately 550' in length by 8' in width and 6 inches in thickness shall be placed by the contractor in the location noted in Photograph 7. This access road shall be placed after all timber is removed from the area(s) noted above and backfill as well as compaction is completed. ANTICIPATED PERIOD OF PERFORMANCE: The period of performance is anticipated to be for 60 days. Work must be completed no later than 60 days from notice to proceed. EXPERIENCE / CAPABILITIES STATEMENT CRITERIA: Interested companies/vendors are invited to submit a brief Statement of Capability (SOC) (no more than 5 pages). Please follow the following name convention: Contractor's name: SS: W912BV17TenkillerErosion. This documentation shall address, as a minimum, the following: (1) Company Profile Cover Letter to include the company name, address, point(s) of contact, telephone number, email address, business classification, DUNS number, and Cage Code. (2) Relevant experience within the last four years demonstrating capability to perform the requested services. The company shall provide at least two (2) contracts, ongoing or completed, for like or similar services, held with the U.S. Army, other Government agencies or private industry. Include any contract number, Government/Agency or firm point of contact (POC) and current telephone number for the POC. The interested company/vendor must have served as either the prime contractor or a subcontractor (performing a substantial portion of the work described in this Sources Sought Notice). **Proof of System for Award Management (SAM) registration is required in your response. For example, providing a valid Commercial and Government Entity Code (CAGE Code) will allow USACE to verify your registration in the SAM system. The Contract Specialist will search the SAM database using the provided CAGE code, supplied by the vendor, to determine eligibility. Interested companies who are not currently registered in SAM but wish to compete for this award, must be fully registered by the time of award or risk your quote being declared as "Non-Responsive". USACE will not delay the award of a contract for a company not fully registered in the SAM system prior to the award date. To register in SAM, go to https://www.sam.gov and follow the instructions provided on their web site, this is a free service on their site** (3) The SOC must be submitted via email to bruce.e.hayes@usace.army.mil.
