- The Department of Veterans Affairs is pleased to announce the release of the attached request for quote (RFQ) for the maintenance, inspection, and testing of the electrical power distribution system at the Wilmington Veterans Affairs Medical Center, (VAMC), located at 1601 Kirkwood Hwy, Wilmington, DE. 19805. This RFQ is set aside for veteran-owned, small business concerns. See VAAR Clause 852.219-11-VA Notice of Total Veteran-Owned Small Business Set Aside. Please email the quote to Mr. John W. Evans at, john.evans15@va.gov no later than noon Eastern, 19 June, 2017. Please contact Mr. Vance Sample at (302) 633-5511 or via email at vance.sample@va.gov for site visit information. Request that prime contractors only attend site visit. Please prepare your quotes consistent with FAR provision 52.212-1, Instructions to Offerors/Commercial Items in paragraph E.1 of the RFQ. Note the following and pay particular attention to these instructions from that section: Offers shall be submitted on the SF 1449: A technical description containing, at a minimum, the following: InterNational Electrical Testing Association (NETA) or equivalent certifying organization certification; Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training; Evidence of working experience in maintenance, inspection, and testing of the Electrical Power Distribution Systems and related components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years. Electrical components on which the Contractors have experience shall include, but not be limited to, switchboards & switchgear (low and medium voltage); low voltage controls; emergency and standby generators; automatic transfer switches, wiring, transformers, meters, and other electrical appurtenances. Complete Price/Cost Schedule Please provide performance information to include three (3) recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); Please email questions about this requirement to Mr. Evans no later than noon Eastern, 13 June, 2017.
