Description

The purpose of this Source Sought Notice is to search for qualified vendors capable of meeting the Department of Veterans Affairs (VA), Office of Acquisition & Logistics (OAL) requirement for Automated Acquisition Management System (AAMS) ProDoc and ProTrac software maintenance support for 4,990 users. The support consists of AAMS Level 3 Software and Regulatory Subscription services; Level 3 Knowledge Base updates; Level 3 maintenance and automatic updates of the VA Federal Acquisition Regulation & Veterans Affairs Acquisition Regulation to include standard forms; subscription patches as well as minor and major version upgrades, and support of existing interfaces; AAMS software releases and changes; software customization; and help desk support. OAL currently utilizes the Electronic Contract Management System (eCMS) software component, AAMS, for contract document generation, milestone tracking, contract file management, and interfacing to the federally mandated E-Gov Integrated Acquisition Environment. The AAMS interface supports posting of announcements, solicitations and awards via the Federal Business Opportunities Page website, reporting of procurement obligations to the Federal Procurement Data System, receipt of vendor information from companies registered in the Central Contractor Registration System, and issuance of solicitations through GSA s eBuy Connect system. The Government is intending to go sole source to Distributed Solutions, Inc. (DSI) for this requirement. See attached Draft Product Description (PD). This is a Request for Information (RFI) only. Do not submit a proposal or quote. It is requested that all companies interested in participating in this effort please note their interest and provide information on their respective capabilities to perform the effort described in the attached draft PD. This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and PD. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response.
