- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: PRESOL CLASSIFICATION CODE: 66- Laboratory Equipment and Supplies SUBJECT: NOTICE OF INTENT TO SOLE SOURCE: Services for the Thermal Shield SOLICITATION NUMBER - NB610010-17-01425 RESPONSE DATE: June 18, 2017 CONTACT POINTS: Erica Miller, Contract Specialist, 301-975-0642 Cory Worley, Contracting Officer, 301-975-3635 DESCRIPTION: The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed purchase contract, on a sole source basis, with SUEZ Advanced Solutions for services for the Thermal Shield. The statutory authority of this sole source acquisition is FAR subpart 13.106-1(b). The National Institute of Standards and Technology Center for Neutron Research (NCNR) owns and operates a 20 MW test reactor that is licensed by the Nuclear Regulatory Commission (NRC). The reactor is being used for the performance of world class scientific research. Over the many years of its existence the reactor has undergone many modifications and upgrades to maintain it in good running order. One of the systems that underwent a major change was the reactor's Thermal Shield (TS). The TS System provides cooling water for 188 copper coolant tubes connected to headers for cooling the TS that surround the reactor in the Confinement building (C-100). The water contains low level radioactive contamination. Portions of the TS operate at either positive or negative pressure relative to ambient. There is a significant number of cooling tubes that are permanently blocked or otherwise non-functional. Any blockages are thought to be caused by premature hardening during attempted leak repair by means of so-called H-Resin, which is an epoxy product. The nature of the blockages is not exactly known. The NCNR only knows their effect: no flow of any significance can be sustained through these tubes even when applying significant positive pressures (200-300 psi). Since the TS has a number of poor flowing tubes, the NCNR believes the TS system as a whole can benefit from removing partial blockages on individual tubes as mentioned above through the use of ice pigging, a frozen liquid slurry. The objective is to perform ice pigging services on the TS system to assist in unclogging the blockages within the TS tubes. This ice-pigging technique was patented by Professor Quarini, and was recently sold to Suez Water Environmental Services, Inc. Therefore, Suez is the only company that can provided the technique as it holds and owns the patented rights to perform the required technique. The period of performance will occur during a reactor shutdown within six (6) months of contract award. This requirement is expected to be awarded in June, 2017. The North American Industry Classification System (NAICS) code for this acquisition is 562998 and the dollar amount is 7,500,000.00. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 1:00 p.m. Eastern on June 18. 2017. Inquiries will only be accepted via email to erica.miller@nist.gov No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
