Description
Justification for Other than Full and Open Competition Statement of Work THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY The Centers for Disease Control and Prevention (CDC), Center for Global Health contemplates award of a firm-fixed-price sole source purchase order to Baker IDI Heart and Diabetes Institute for the assessment of regional and country-specific trends in mortality rates in those with diagnosed type 2 diabetes across high and middle income countries. The assessment of variation and population sub-group differences in mortality among those with diagnosed type 2 diabetes and for the comparison of these trends in people with diabetes to trends in mortality in those without diabetes. The company identified, Baker IDI, can provide the exact services indicated in the statement of work. Through a well-developed network of contacts within the field of diabetes epidemiology, Baker IDI has extensive knowledge and expertise in the coordination and analysis of regional and country-level data on populations with diabetes. Baker IDI has unique access to the national Australian diabetes register - one of the very few national registers of diabetes anywhere in the world - and has shown the data to be useful and reliable for estimating trends in diabetes mortality. Other potential vendors are not operating on an international basis, or they lack comprehensive access to diabetes and mortality data from countries other than Great Britain and Denmark, respectively. Further, other groups do not have the infrastructure for a multinational database, whereas Baker already has the prerequisite multinational database in place. Ultimately, market research found no evidence that other potential vendors demonstrate relevant experience needed to perform the requested objectives within the planned budget and timeframe. This acquisition will use sole source simplified procedures in accordance with FAR 13.106(b)(1). This requirement is not set aside for small businesses. CDC is not requesting competitive proposals and no solicitation is available. Interested parties who believe they possess the capabilities to satisfy this requirement should indicate their interest in writing and submit a capability statement demonstrating their ability to meet this requirement no later than 4:00 PM Eastern Standard Time, on June 22, 2017. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
