- Minimum Requirements Solicitation Package This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for two Samson w/A342 Master Link to G-2130 Bolt Tow Rope 2-1/4" DIA x 3500ft of 8 Strand Class 1, in accordance with minimum requirements provided herein. This solicitation will be competed on a full and open basis, among small business offerors only. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Quotation ( RFQ) no. N00167-17-Q-0047. The NAICS code is 532490. This requirement is being solicited as a 100% small business set-aside. The provisions and clauses included and/or incorporated in th is solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2005-95 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20161222. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible offerors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Evaluation Factors (in order of importance) •1. Technical - Offerors' quotes must reflect the required specifications included in the RFQ. •2. Price - Offerors' quotes must include all applicable costs. See 52.212-2 - EVALUATION OF PROPOSALS, incorporated into this solicitation at pages 6-7, for additional information regarding the evaluation process for this award. Questions/clarification regarding this solicitation must be submitted via email to kellie.holley@navy.mil by 19 June 2017. All questions will be answered in an amendment to the solicitation. Quote packages are due by 26 June 2017 by 12:00 PM EST. Late quotes will not be considered. Quote packages shall be sent to kellie.holley@navy.mil and contain a cover sheet that provides the following information: •a) Official Company Name; •b) Point of contact including name and phone number; and •c) DUNS number.
