- This is a sources sought announcement. This announcement is in support of market research to determine the feasibility of a competitive acquisition and to identify potential sources that can provide the overhaul of the following item: NOMENCLATURE: Tail Rotor Blade INPUT NSN: 1615-01-113-8188 OUTPUT NSN: 1615-01-113-8188 INPUT P/N: 70101-31000-043 OUTPUT P/N: 70101-31000-043 ESTIMATED QUANTITY RANGE: Minimum 50 each - Maximum 2,400 each (Maximum includes a Foreign Military Sales (FMS) Quantity of 400 each) The applicable North American Industry Classification System (NAICS) code is 336413 and the size standard is 1,250 employees. Interested parties who have the capability to perform the above effort should respond to this notice and identify your business size and socio-economic status as applicable. All submissions must include full company name, Point of Contracts (POCs) to include name, position, office, and mobile telephone numbers and email address. The Tail Rotor Blade is a Critical Safety Item (CSI). Technical data to include a Depot Maintenance Work Requirement (DMWR) 1-1615- 287, dated 12/30/2011 and applicable MEOs are available for the overhaul/repair of the Tail Rotor Blade, but not the Pitch Horn Replacement. Also, because the Tail Rotor Blade is identified as a CSI, overhaul/repair can only be performed by an approved source(s) in accordance with Defense Federal Acquisition Regulation Supplement (DFARS), Part 2, Qualification Requirements Subpart 209.270-3 which implements the quality control provision of aviation critical safety items as stated in Public Law 108-136, dated November 2003. The statute requires that the head of the contracting activity for an aviation critical item enter into a contract for the procurement, modification, repair, or overhaul of such item only with a source approved by the head of the design control activity. Currently the only known approved source for the overhaul/repair data for the Tail Rotor Blade with Pitch Horn Replacement is Sikorsky Aircraft Corporation (CAGE Code 78286). Contractors are encouraged to seek Source Approval Request (SAR) in order to become an approved source by submitting documentation in accordance with the Competition Advocate's Shopping List procedures. This announcement does not constitute a RFP. A synopsis will be issued at a later date for this requirement. Requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requested. No basis for claim against the Government shall arise as a result of a response to this announcement or Government use of any information provided. This announcement does not restrict the Government to an ultimate acquisition strategy. The Government reserves the right to consider acquisition strategies as deemed appropriate.
