Solicitation-SB134117RQ0523 (SF-1449) THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-95. This requirement is 100% small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 - Information Technology Value Added Resellers, with a small business size standard of 150 employees. This acquisition is conducted on a Brand Name Only basis for Hirschmann Network Switches under FAR 13.106 under simplified acquisition procedures. All offerors must be authorized resellers/business partners of Hirschmann products to be considered for award. Below is the brand name justification for the required Hirschmann products. BACKGROUND INFORMATION The Smart Grid and Cyber-Physical Systems Program Office of the Engineering Lab (EL) is building a test bed facility for studying the interactions and standards relating to communications and operation of equipment in complex scenarios. In support of this laboratory, to be located in several modules in the basement of 220, a Research Equipment Network (REN) is being established by OISM on behalf of EL to allow for various communication scenarios including participating hardware and software simulations. A flexible network architecture is required for this laboratory space to facilitate continual and well documented configurations of interconnected components. Furthermore, due to the real-time nature of some collaborations between components, highly accurate and precise timing is necessary to establish documented sequence of events and other data logging. Brand Name Justification The scope of the testbed is expanding and requires additional network switches that are compatible with the existing network Hirschmann Switches GRS1042. The existing network platform was custom built and optimized for Hirschmann Network Switches. As such, only Hirschmann Network Switches are fully compatible with the existing network switches and equipment. APPLICABLE ATTACHMENT Attached to this solicitation is the following: • Attachment I - Solicitation Schedule of Required Items: Please see the attached solicitation for a complete description of the Contract Line Item Number(s) (CLINs), and the required components within each CLIN. All quotations must clearly demonstrate compliance with the CLIN structure, Part Numbers, Product Descriptions, and Quantities detailed in the attachment. All quotations must include a firm-fixed price for each CLIN; the total price shall include all shipping cost; and must be valid for at least 30 days from the time of quotation submission. 1352.215-73 INQUIRIES (APR 2010): Offerors must submit all questions concerning this solicitation in writing electronically to hnw6@nist.gov. Questions must be received no later than 3 business days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) This is an open-market combined synopsis/solicitation. The Government intends to award a Purchase Order as a result of this combined synopsis/solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotations shall include a statement regarding the terms and conditions herein as follows: a. The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR b. The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:..." DUE DATE FOR QUOTATIONS Quotations shall be submitted by e-mail to hnw6@nist.gov no later than 11:00 AM EDT, June 15, 2017. Quotations received after this date/time will not be considered for award. It is the offeror's responsibility to ensure delivery of the quotation is on time and to confirm receipt of quotation delivery date and time. Quotations shall remain valid for a minimum of 60 days from the date of receipt. Evaluation Factors for Award This requirement will be awarded to the offeror who presents a technically acceptable offer at the lowest price. The total evaluated price will be calculated based on the sum of all of the products proposed. A quotation will only be considered technically acceptable if it clearly demonstrates compliance with the attached solicitation and provides a firm fixed price for each CLIN. Award may be made by the Contracting Officer without discussions. Delivery Terms: Delivery of all products shall be made within 30 days after award. The contractor shall provide all required support numbers and support contact information within three (3) business days of award.
