- Attachment 1 Questionnaire REQUEST FOR INFORMATION (RFI) Title: Animal Management Software (AMS) at WRAIR The U.S. Army Medical Research Acquisition Activity on behalf of the Walter Reed Army Institute of Research (WRAIR) is conducting market research to determine availability of companies who can provide Animal Management Software. THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. A. DISCLAIMER IN ACCORDANCE WITH FAR 15.201(E), RESPONSES TO THIS NOTICE ARE NOT OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THIS RFI IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES AND DOES NOT CONSTITUTE A SOLICITATION. NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KIND OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. RESPONSES TO THIS NOTICE ARE NOT OFFERS AND WILL NOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. ALL INFORMATION RECEIVED IN RESPONSE TO THIS RFI THAT IS MARKED PROPRIETARY WILL BE HANDLED ACCORDINGLY. RESPONSES TO THE RFI WILL NOT BE RETURNED. AT THIS TIME, QUESTIONS CONCERNING THE COMPOSITION AND REQUIREMENTS FOR FUTURE RFPS WILL NOT BE ENTERTAINED. B. BACKGROUND The U.S. Army Medical Research and Materiel Command's WRAIR Veterinary Services, Forest Glen Annex, Silver Spring, MD supports biomedical research efforts on behalf of the WRAIR scientific community and the Naval Medical Research Center (NMRC) which is co-located at the WRAIR facility. The mission of the WRAIR is to conduct biomedical research that is responsive to Department of Defense and U.S. Army requirements and delivers life saving products including knowledge, technology, and medical materiel that sustain the combat effectiveness of the war fighter. C. OBJECTIVES The WRAIR/NMRC Veterinary Services Program is conducting market research to obtain and acquire industry information on the availability of a comprehensive research animal facility management software application and support services from a company that possesses a proven record of product implementation and experience in the pre-clinical research environment and has detailed knowledge of the compliance requirements of husbandry and veterinary staff in such environments. The application must manage the Institutional Animal Care and Use Committee (IACUC) protocols and the review process, track approved animal numbers, create animal cage cards, compile data for annual reports, maintain medical history of animals, record procedure proficiency levels, the vendor will provide necessary training to WRAIR/NMRC staff and manage personnel training status. The application must meet the Department of Army Regulation 25-2, Information Assurance (23 March 2009), as it relates to Networthiness certification requirements and the Department of Defense Information Assurance Certification and Accreditation Process.. The application must be 21 CFR, Part 11 compliant and meet the Department of Army Risk Management Framework standard according to DoDI 8500.01 Cybersecurity and DoDI 8510.01 RMF for DoD Information Technology. D. INFORMATION REQUESTED The application must include all components as outlined in the attached questionnaire. E. RESPONSES Responses to this RFI should be e-mailed as either a pdf or MS Word attachment and must include the following components: 1.A cover letter on company letterhead including the company name, point of contact, address, phone number, fax number, DUNS number, and CAGE code. 2.A completed questionnaire (attachment 1) - Request for Information (RFI), WRAIR Veterinary Services, Research Animal Facility Management Software Application -- 6 pages (attached). Response to this RFI is due to the U.S. Army Medical Research Acquisition Activity (USAMRAA) by 1:00 PM, Eastern Standard Time on 14 June 2017.
