- Statement of Work and Item list for presolicitation notice 2017-Q-66660FB. The Centers for Disease Control (CDC) /National Institute for Occupational Safety and Health (NIOSH)/ Health Effects Laboratory Division (HELD) intends to award a sole source firm fixed price Purchase Order to Q Squared Solutions Expression Analysis of Morrisville, NC, for the purchase of Next Generation RNA Sequencing in accordance with the attached Statement of Work. The government will provide animal tissue samples collected using BacTrap procedures to isolate RNA at the mitochondrial level. NIOSH has identified PADE (permutation analysis for differential expression) analysis as a method that can mitigate the multiple testing issues by calculating a false discovery rate from a reference data distribution generated from the NIOSH experimental data. Small RNA Discovery and Analysis is an Illumina Genome Analyzer application that enables the discovery and profiling of all forms of small non-coding RNA from any organism without prior sequence information. With the ability to analyze up to four million small RNAs simultaneously in one sample, DGE (digital gene expression): Small RNA Discovery and Analysis offers the broadest and deepest profiling solution for small RNA currently available. Also required are the FASTQ (text based file providing biological sequence and the corresponding quality score) files as well as normalization and annotation to decode these reads into text files that contain the actual RNA counts for each gene in each sample PADE analysis is proprietary to Expression Analysis, and it is the only contractor who can supply this valuable analysis for NIOSH's research. Expression Analysis provided data for similar tests in previous years and using the identical platforms to perform these genomic assays is essential to ensure the scientific integrity of the NIOSH research. The Statement of Work, including the Item List, is attached to this announcement. This procurement is for Commercial Items as defined by FAR Parts 2 & 12. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). This notice of intent is not a request for competitive quotations; however, all quotations/responses received by the response date and time will be considered by the government. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
