- NASA/GSFC has a new requirement to provide the Opto-Mechanical Assembly of the Wide Field Instrument (WFI) for the Wide Field Infrared Survey Telescope (WFIRST) Project. WFIRST is a NASA observatory designed to perform wide-field imaging and slitless spectroscopic surveys of the near infrared (NIR) sky for the community as well as direct imaging of exoplanets and debris disks using a coronagraph. WFIRST is the top-ranked large space mission in the New Worlds, New Horizon (NWNH) Decadal Survey of Astronomy and Astrophysics. This contract will be for the design, analysis, development, fabrication, integration, testing, and evaluation of the Wide Field Opto-Mechanical Assembly (WOMA). In addition, it provides support for the subsequent integration, testing, evaluation, validation, and launch of the WFI, as well as to supply and maintain the instrument ground support equipment and to support the mission operations center. It is anticipated that the subject contract will be a full and open competition, and Cost-Plus-Award-Fee (CPAF). The development, test, integration, delivery, launch and 90-day post-launch support is expected to conclude in June 2026. The Government anticipates a release of the Draft Request for Proposal (DRFP) in mid- to late July 2017. The DRFP will be posted for information and planning purposes. No proposal is requested and no contract will be awarded as a result of the DRFP. Potential offerors are invited to comment on all aspects of the DRFP including the requirements, proposal instructions, and evaluation approach. If your comments include recommendations for revisions, you must provide your rationale for such revisions. Comments will be accepted for approximately two weeks after the release of the DRFP, with the final date for communication to be specified in the DRFP cover letter. The anticipated release of the final RFP is early to mid-September 2017. The anticipated Small Business goals for this procurement are as follows: Total Small Business Goals 10.5%; Small Disadvantaged Business Concerns (SDB) 3.5%; Women Owned Small Business Concerns (WOSB) 3%; Historically Black Colleges & Universities 0%; HUBZone Small Business Concerns.5%; Veteran-Owned Small Business Concerns (VOSB) 1%; Service-Disabled Veteran-Owned Small Business Concern.5%. The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS code is 336414, Guided Missile and Space Vehicle Manufacturing, with a size standard of 1,250 employees.
