Description
THIS IS A SOURCES SOUGHT ONLY. This Sources Sought notice is being issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The Government does not intend to award a contract and will not pay for any information or administrative costs incurred in response to this notice. The Department of the Interior Bureau of Reclamation, Lower Colorado Region, Yuma Area Office (YAO) is seeking potential sources for a contract for an anhydrous ammonia storage and feed system at the Yuma Desalination Facility in the western part of the City of Yuma, in Yuma County, Arizona. The proposed anhydrous ammonia feed system will feed gaseous ammonia into plant main flow stream to achieve chloramination. Two independent trains of ammonia feed system will be provided. One of the two trains will be active at any time, the other train providing full redundancy. The work includes but not limited to the following: 1. Two (2) twelve thousand (12,000) gallon anhydrous ammonia storage tanks. 2. A set of two (2) ammoniators, two (2) vacuum relief valves, two (2) ejectors, four (4) pressure relief valves, two (2) ammonia diffuser pipes, and other miscellaneous valves and piping for conveyance of ammonia gas and ammonia solution water. 3. A set of two (2) new solution water booster pumps located on an existing concrete pad. 4. A prefabricated enclosure to house the ammoniators and miscellaneous electrical panels. 5. A concrete containment structure, where all the ammonia feed equipment except the booster pumps shall be located. 6. Sunshade Canopy: A fill station will be located outside. A canopy with 88% sunshade cloth will be located above the containment area. 7. New 4-inch diameter solution water piping in an existing trench and in the yard. 8. All instrumentation and controls related to ammonia feed system. 9. All electrical appurtenances to power all equipment and controls. This includes all conduits, control panels etc. 10. Yard Paving and Grading. 11. All yard piping. The anticipated North American Industry Classification System code is 237110 Water and Sewer Line and Related Structures Construction with a small business size standard of $36.5 million. Product Service Code Z2NE Repair or Alteration of Water Supply Facilities. The contract is anticipated as a Firm Fixed Price (FFP) type contract. The estimated price is between $1,500,000 and $2,000,000. The Period of Performance is anticipated to be 365 days. Capability statements are to be submitted no later than June 16, 2017, at 5:00 PM MST. All responses to this sources sought notice shall be submitted to Luis Gallardo, contract specialist, via e-mail at lgallardo@usbr.gov. The capabilities package should include the following information: (1) Provide business name, DUNS number, address, point of contact to include e-mail address, telephone number, and website if applicable; (2) Business size and type (small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business, and large business); (3) Demonstrate the firm's experience by providing a list of projects completed where the work involved similar contracts in the past three years, and in which your firm performed the work. Include in the list only work comparable to the size for which your firm was entirely responsible for providing the labor, facilities, equipment, and material. Additionally, for each project listed, provide the following: a brief description of the work performed, project title, dollar value of the job, location, and the customer's contact name and phone number for the work completed. (4) Bonding capacity per contract/action; (5) All welded piping must be performed by a contractor or subcontractor with ASME R or S stamp; and (6) The estimated number of days would it take to complete the work. If it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted on Federal Business Opportunities web site at http://www.fedbizopps.gov/.
