- Page 1 of 1 Pre-Solicitation Notice The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO 15), Leavenworth, KS intends to solicit proposals from contractors who perform services in the NCO 15 area which includes the states of Kansas, Missouri and southwestern Illinois, to provide interpretation, translation and sign language services throughout VISN 15 which has Medical Centers in Wichita, Kansas; Topeka, Kansas; Leavenworth, Kansas; Kanas City, MO; Columbia, MO; St. Louis, MO; Poplar Bluff, MO and Marion IL, as well as Community-Based Outpatient Clinics (CBOCs) located throughout the area. The VA anticipates issuing an open solicitation for this requirement on or about Tuesday, June 13, 2017. Proposals will be accepted for a period of fourteen days (14) days commencing with the issuance date of the solicitation. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide instructions to contractors about the proposal submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the FBO website at https://www.fbo.gov, so that they are notified of the issuance of the solicitation and any amendments. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/SAM/#1#1. Registration is free and potential offerors are encouraged to visit the SAM website, as no contracts can be awarded to any offeror not registered in SAM. Additionally, to be eligible for this award, registration in the VetBiz database at http://www.vip.vetbiz.gov, is required for Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses under the applicable NAICS. NAICS Code is 541930, Translation and Interpretation Services, with a Small Business Size Standard of $7.5M. The product and service code (PSC) is R608. The solicitation will be issued as a 100% Veteran Owned Small Business set-aside with a Service-Disabled Veteran Owned Small Business preference.
