- Synopsis: The U.S. Army Corps of Engineers (USACE) Portland District intends to solicit to construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This announcement is for Hills Creek Dam Oil Spill Prevention System, located in Lane County, Oregon. Project Description: The U.S. Army Corps of Engineers, Portland District, has a requirement for an Oil Spill Prevention System which includes installation of equipment and modification of existing systems to meet oil spill prevention goals at the Hills Creek project site. This work includes demolition and removal of the existing oil/water separator (OWS) vaults and installation of a new OWS that meets the required specification; Separation of the combined powerhouse unwatering and drainage sump with a cast-in-place concrete dividing wall; Installation of new drainage pumps, piping, and sump controls; Modifications to existing sump piping; Installation of new hydrocarbon detectors in the new sumps and a belt skimmer for removal of oil from the drainage sump; Modification of the existing intake tower drain exposed in the powerhouse lower gallery to provide secondary containment for oil filled operating equipment; Replacement of the existing pressure relief device (PRD) on the main unit step up transformer with a directional PRD to prevent oil releases and mitigate the risk of oil spills and fire/explosion; Installation of a new underground vault with valves to isolate the discharge of the OWS; Repair of the existing concrete diesel containment pit in the intake tower; Installation of a hydrocarbon meter, temperature probe, and flow meter for future NPDES permit compliance; and new underground utilities for power and controls between the powerhouse and the new OWS. The period of performance from contract award is estimated to be NLT 17 November 2017 to final construction physical completion date of 10 August 2018. Acquisition Strategy: The solicitation will be a request for proposal (RFP). Best Value/Trade Off source selection process will be used in the evaluation of proposals. Evaluation criteria will be stated in the RFP. The Government will include options in the RFP. This acquisition will result in a single firm-fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $1,000,000 and $5,000,000. Set Asides and Codes: This is a 100% Small Business set-aside, utilizing other than full and open procedures. This effort is classified through the North American Industry Classification System (NAICS) under code 237990, Other Heavy and Civil Engineering Construction (Size Standard: $36.5M).The FSC is Z2KZ - Repair or Alteration of Dams. Proposal Period: The solicitation is scheduled for release on or about 24 July 2017. The tentative date for receipt of proposals is on or about 8 September 2017. Plans and Specifications: The solicitation will be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued.
