17SNB37_0001_att N00164-17-S-NB37-0001 - SPECIAL NOTICE - 2017 INNOVATION AND SENSOR FUSION EXPERIMENTATION EXHIBIT AND TECHNICAL INTERCHANGE MEETING - FSG 58 - NAICS 334511 Issue Date: 09 JUN 2017 - Closing Date: 25 JUN 2017 - 11:59 pm ET Amendment 0001: This amendment is being posted to provide notification for an Industry opportunity to participate in Advanced Naval Technology Exercise (ANTX) Innovation and Sensor Fusion Experimentations Exhibit. The scenarios of the event will be focused on detection, tracking, identification and Electronic Warfare negation to Counter - small Unmanned Aerial Systems (C-sUAS) threats. The Government will provide basic access to approved training areas and ranges to conduct experiments, basic venue infrastructure, frequency allocation/deconfliction services, and shore power. The government will provide 12 to 24 Class 1 UAS scenarios/sorties on August 31 and September progressing through scenarios to include single UAS and swarms of UASs in the urban environment at Muscatatuck Urban Training Center, Camp Atterbury (MUTC). The Government will provide UAS track data after the event is over for vendor post processing. This data is expected to include UAS latitude, longitude, time and elevation of all UAS flights from the event. Selected industry participants will be able to setup up their capabilities at MUTC on 30 August either as a stand-alone static display or a demonstration/ experiment on 31 August and 1 September. Selected industry participants demonstrations/experiments are contingent upon spectrum and safety approvals. White Paper Submissions are not restricted in any way to a particular entity. Small Businesses, HUBZone Small Businesses, Small Disadvantaged Businesses, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses, are encouraged to participate. This announcement is open to companies who have a capability to detect, identify, track, or to negate sUAS with non-kinetic effects. Industry participants who responded to the N0017817Q3026 special notice are encouraged to submit a follow-on response to this announcement to participate in this event. However, it is not a required to have responded to that announcement. Participants will be prioritized by alignment of capabilities to the C-sUAS mission and the venue; capacity of the venue and the coordination team, logistic requirements, risk, safety, Government, Academic, SETA contractors, and other Industry participants will be in attendance. It will be industries responsibility to protect their intellectual property during the event. This Notice is NOT a solicitation for proposals or quotations. The purpose of this Notice is to invite industry, academia, and Government R&D organizations to demonstrate innovative operational concepts, non-developmental technologies, and/or engineering innovations that provide cost-effective alternatives that enhance the may enhance the capability to protect against hostile sUAS. White Paper Submissions shall include: 1.Quad Charts are required to contain the content and format described in the attached "C-sUAS Quad Chart Template" provided as Appendix A. 2.One (1) page company overview to include an executive summary. 3.Names of individuals to attend and their highest clearance level, Confirmation of United States Citizenship, 4.A single point of contact representing the company for this event a.Name b.Phone Number c.Email Address 5.One (2) page description of the system being demonstrated or static display and logistic requirements to include at a minimum: a.System Capability and reason why this demonstration or static display should be allowed to participate. Please include operational relevance. Include descriptions of capabilities to detect, track, id, and negate UASs. b.Your experimentation plan and/or objectives. c.Static display or demonstration/Experiment? i.Frequency Request form for any Transmitters (Fill out Appendix B for each transmitter) d.Outdoor system footprint (sq.ft required in outdoor space, system height) e.Indoor system footprint (sq. ft required of indoor space) f.Power Requirements g.Network requirements to support demonstration or experiment h.Communication requirements i.Other Logistical needs 6.Safety information - Supply all known information or explain why it doesn't exist a.Safety assessment reports / Hazard Analysis b.Hazards of Electromagnetic Radiation to Ordnance (HERO)/ Hazards of Electromagnetic Radiation to Fuels (HERF)/ Hazards of Electromagnetic Radiation to Personnel (HERP) c.Standard Operating Procedures d.Hazard analysis e.Identify any significant certifications required prior to conducting a planned experiment (i.e. TEMPALT, WSERSB, ATO, Li-ion Battery Certification, etc.). f.Other safety approvals for what you would like to bring 7.Data sharing a.Are you willing to provide the government your detection, tracking, identification, and negation data for limited purpose rights? b.Are you willing to let the government assess your system to provide you feedback and to inform the government about your capabilities? 8.One (1) page description of the open source interoperability for potential inclusion in future integrated experiments (Optional) a.Include compatibility / Interoperability with Open Source Fusion System (e.g. RaptorX, ISA) b.Networking requirements c.Ability to connect to declassify you system (Yes/No/Unknown)? Due to limited space, each contractor will be limited to three (3) representatives. All representatives are required to be United States Citizens. If selected to attend, the technical point of contact will provide confirmation of attendance via email to the identified company representative. SUPPORTING DOCUMENTATION: Submissions can be made in any format chosen by the submitter. It is expected that white papers (or other submitted supporting documentation) will provide input on the technology area that supports the information requested in the Emerging Technology & Engineering Innovation Submission Form. Supporting documentation should be formatted for printing on 8-1/2 by 11-inch paper with 1-inch margins, single line spacing, and a font size not smaller than 12 point. Font sizes of 8 or 10 point may be used for figures, tables, and charts. White papers and other supporting documentation shall be submitted in either PDF or MS Word document formats (.pdf,.doc or.docx). White paper, other supporting documentation, and quad charts should be submitted with the same base file name. Submissions must be written in English. All acronyms must be spelled out on first use. Other Information: a.Proprietary Information Submitters are responsible for clearly identifying proprietary information. Submissions containing proprietary information must have the cover page and each page containing such information clearly marked with such a label as "Proprietary" or "Company Proprietary". b.Classified Supplements and Submissions Submitters are responsible for clearly and appropriately marking classified supplements and/or submissions. Classified submissions must be transmitted per the classification guidance provided by the DoD Information Security Manual (DoDM 5200.1, Volumes 1-4) and the National Industrial Security Program Operating Manual (DoDM 5220.22-M). c.International Traffic in Arms Regulations/ Export Administration Regulations Submitters are responsible for clearly and appropriately marking information that is restricted by the Arms Export Control Act (Title 22, U.S. C. Sec 2751, et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S. C., App. 2401 et seq. Submissions containing ITAR/EAR restricted information must have the cover page and each page containing such information clearly marked. d.Government Release Authority The Government may release submissions, and data contained within, to: -Other Government contractors and subcontractors and their employees tasked with providing technical and operational subject matter expertise to the DON in addition to assisting in handling and processing information and documents in the administration of the exercise. -The Rapid Prototyping, Experimentation, and Demonstration (RPED) Integrated Data Environment. -The Fleet Experimentation Information Management System (FIMS) portal. e.Self Sufficiency Selected participants must be prepared to be self-sufficient during the execution of their experiments. Participants are advised to bring all tools and equipment necessary to operate their system(s)/sub-system(s). Additional resources will be provided based on availability and resources available to the government at the time of the exercise. f.Eligibility Submissions are not restricted in any way to a particular entity.
