- The VA Medical Center, Canandaigua, New York is engaging in a short-list selection as defined in FAR 36.602-5(a) of an AE (SDVOSB) for the design of a project to design a replacement Air Handling Unit (AHU) for Building 36. SDVOSB Vendors with an SF-330 on file within the past twelve months are being considered. If you believe you have an SF 330 on file and would like to be considered for this procurement please send an e-mail to Martin.McPherson@va.gov expressing your interest in being considered. Other SDVOSB firms having a working office within a 300 mile radius from 400 Fort Hill Avenue, Canandaigua, NY may submit SF 330 s for consideration, to the Contract Specialist at Martin.McPherson@va.gov by 4:00 PM EST, June 26, 2017. Scope of Work Replace Air Handling Unit, Building 36 Project # 528A5-17-533 The Canandaigua VAMC is replacing the AHU (air handling unit) for building 36. The unit shall fit into existing space where the current AHU is located. All the HVAC, plumbing, electrical, and control connections are to be disconnected and reused. All bidders are required to attend the pre-bid conference and evaluate the site of the current air handler and upcoming work. The bid documents will be SOW, drawings, AHU table, and specifications. New Air Handler and Materials Filter section with MERV 13 filters A Recovery Preheat section A HW heating section A Blank section, that will be used for humidification. A single pass CW Cooling section A Fan section An UV light that will be installed between the cooling and fan sections. New controls for the humidifier. Associated equipment for the AHU All motors will be VFDs. Humidifier will be steam to steam. ( DrySteam was used as basis for design). Coordinate the exact location of the unit, with the COR. Steam dispersion in blank section. ( Ultrasteam dispersion tubes were used as basis for the design). Soft water to steam generator (plan on 50 ft. 5/8 copper run), include check valve. A condensate pump will be required for the steam to the steam generator. Labor requirements for the job Administration of job, installation schedule, prepare and send all submittals to COR (equipment specifications and layout drawings), and supply as-built contract documents upon completion, drawings in both.dwg and.pdf. The HVAC balance report will be done for each room that is served by the current AHU. After installation of replacement, the values will be used for the final set up and balancing. Current AHU and piping bracing will have to be moved, to create space for new AHU. Contractor will coordinate with VAMC staff. May be reused if meets new AHU requirements. Remove and reuse the existing power from current unit. (Must meet new equipment s requirements). Disconnect the existing DDC control devices and wiring as needed. Save to reinstall on new AHU. Existing DDC loop will have to make final connections to station s HVAC control system. Remove the existing AHU. The existing electrical equipment will be reused, i.e. Starter and other support items. (New AHU will have VFDs.) All HVAC and plumbing connections will be disconnected and will be reused where possible. Structural support for the new AHU equipment will have to be added. Support must meet the requirements of submitted new AHU. All the existing controls are to be reused and connected back to the existing DDC loop for the station. Humidifier will have to be added to system. Install all HW, CW, and HR piping from the air handler to existing mechanical room feeds or outlets. Controls and piping will be installed for humidifier. Install drain lines for the AHU and humidifier, must go to existing drains. Install all the humidifier piping from steam generating unit to the AHU. (3 L copper) Install the air handler s humidification dispersion coils, in the blank section (6) of the submitted air handler. Install the controls to the humidifier. Put on existing DDC loop to building 2. Sheet metal work will be necessary to make connections to existing ductwork ( OA supply and exhaust of AHU). Install all necessary controls (i.e. humidifier) Do the start-up and commissioning of the new equipment. Note: Steam to Steam humidification requirements are in the Table of AHU requirements. The following evaluation criteria will be used when reviewing submitted SF 330 data and will comprise the basis of information to be used by VAMC Canandaigua for A/E evaluation and selection. Firms submitting SF 330 data for consideration must address each of the following criteria in the SF 330: SHORT-LIST CRITERIA UTILIZING THE SF330 FORM Department of Veterans Affairs Architect/Engineer Evaluation Board Professional qualifications necessary for satisfactory performance of required services. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. Capacity to accomplish the work in the required time. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. Record of significant claims against the firm because of improper or incomplete architectural and engineering services. Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. Discussions will be held with the top ranking firms. These discussions will at a minimum include a verification of accuracy of the information within the SF 330 and a chance to provide any updated information. Responses to discussion items will be evaluated using the same factors outlined above. This procurement is set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The estimated construction cost for this project is between $500,000 and $1,000,000. The NAICS code for this procurement is 541310.
