- N0016417SNC13 - REQUEST FOR INFORMATION and INDUSTRY DAY CONFERENCE NOTIFCATION- Radar Antenna Systems Overhaul and Technical Support - FSC/PSC- 5840 - NAICS - 334511 Issue Date 09-JUN-2017 - Closing Date 31-JUL- 2017 at 11:00 AM EST The anticipated primary FSC/PSC is 5840 and the secondary is J058. The anticipated primary NAICS is 334511 and the secondary is 541330. Contractors must be properly registered in the Government's System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the special notice attachments and to attend the Industry Day Conference. Offeror's may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. Should the Government issue a solicitation a Secret security clearance will be required. However, a Secret security clearance is not required for attendance to the Industry Day Conference. This RFI and notification for an Industry Day Conference is being issued by the Naval Surface Warfare Center, Crane Division, Radar Technologies Division. The Government is conducting market research related to the overhaul and technical support capabilities within industry for multiple United States Navy radar antenna systems used in harsh shipboard environments. The following radar antenna systems are anticipated: AN/SPS-48; AN/SPS-49; AN/SPS- 67(V)1; AN/SPS-67(V)3/5; AN/SPQ-9B; AN/SPS-40; AN/SPS-73; AN/SPS-55. This notice is for market research purposes only and does not constitute a Request for Proposal or Invitation for Bid. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is not seeking or accepting unsolicited proposals. This RFI is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. NSWC Crane is requesting information from companies with expertise in the areas of overhaul and repair of radar antenna systems or similar equipment in shipboard environments, but not limited to, disassembly, coating removal, detailed evaluation, physical repair, electrical repair (wiring/cabling), coating preparation, coating application, and reassembly. The overhauls and support require the use of detailed technical documentation to accomplish system overhauls and the ability to use high level documentation to create detailed repair process documents including repair procedures and part lists that specify high reliability, military grade parts. Companies responding to this RFI shall complete the "Contractor Response" column for each radar antenna system repair capability identified in the Radar Repair, Overhaul, and Technical Services RFI Form (Attachment 1). Where additional information is requested respondents should provide that information, as identified by the corresponding Item Number, in a single and separate White Paper not exceeding 16 pages. A Draft Statement of Work (SOW, Attachment 2) and a high level Technical Data Package (TDP) for a sample system to be overhauled are included. The sample TDP is a combination of Attachments 3 and 4 which includes the repair procedures for the AN/SPS-48 Antenna as well as the mandatory part replacement listing for this antenna. The mandatory parts replacement listing (Appendix B as referenced in the Draft SOW) shows the parts which may be required to be provided by the contractor should a solicitation be issued and a contract be awarded. Draft SOW Appendices A, C, D, E, and F are not provided in this RFI. INDUSTRY DAY NSWC Crane will hold an Industry Day Conference on 27-JUN-2017 at 12:00 PM EST. Conference attendance is encouraged but is not a mandatory prerequisite to any potential solicitation. Due to space and time constraints attendees will be allowed a maximum of 4 company representatives. The conference is anticipated to take between 3 and 4 hours, and will end no later than 04:00 PM EST. The conference agenda is as follows: •Introduction •Presentation/Requirements Overview •View and analyze the AN/SPS-48, AN/SPS-49, and AN/SPS-67 systems. Disassembled and assembled systems and subassemblies will be available. •Question and Answer session. Additionally, the Government is providing attendees the opportunity to request an individual meeting to be held between only their company representatives and Government personnel. These meetings will be scheduled based upon company request, and will not exceed 20 minutes. These 20 minute blocks will be scheduled for the end of the Industry Day. Meetings of this nature will not be scheduled for an alternate date. During these meetings the Government will only receive information such as feedback and observations from attendees. No information will be provided from the Government that is not made available to all. In order to attend contractors must comply with, complete, and return Attachment 6 (Base Access Pass Registration) and Attachment 7 (Physical Access Control System Request). The completed forms shall be provided to the Contract Specialist, Andrew Queen, no later than 21-JUN-2017 at 08:00 AM EST at andrew.queen@navy.mil. Forms shall be submitted either via encrypted email or uploaded to AMRDEC Secure File Exchange (SAFE) at https://safe.amrdec.army.mil/safe /Welcome.aspx. Admittance to the conference is contingent upon the forms being approved and base access being authorized. Contactors will be notified prior to the day of the conference if their requests are denied. Additional base access information will be provided to the contractors that will be attending the conference. Note: Attendees do not need to complete and return Attachment 1 prior to attending the Industry Day Conference. SUBMISSION OF RESPONSES TO THE RFI White papers submitted in conjunction with Attachment 1 shall be in electronic format. The font size shall not be smaller than 12 pt. font, and margins shall not be less than 3/4 inches. A cover page which includes the company name, address, CAGE Code, business size based upon 1,250 employees for NAICS 334511 and $38.5M for NAICS 541330, and points of contract shall be included. The cover page is not considered in the total page count. NSWC Crane will accept only electronic unclassified submission of responses. All responses shall be unclassified and shall be submitted by 11:00 AM EST on 31-JUL-2017. Information shall be submitted to NSWC Crane Contracting POC Andrew Queen, Email: andrew.queen@navy.mil.
