Performance Work Statement (PWS) Wage Determination - Crane Wage Determination - Pine Bluff Pricing Sheet This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) using FAR Part 12, Acquisition of Commercial Items; the Solicitation number is W52P1J-17-T-GPSS. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. This solicitation is a 100% Small Business Set-Aside. The NAICS code for this procurement is 519190; the small business size standard is $27,500,000.00. The Federal Service Code is D399. Offerors must be registered within the System for Award Management (SAM) database in order to receive an award against this Solicitation. The website for SAM is https://www.sam.gov/. DESCRIPTION OF REQUIREMENT This solicitation is issued for the following: Description : Global Positioning Services (GPS) Fleet Tracking Services, as described in the Performance Work Statement (PWS) at Attachment 01. The services are required for vehicles located at Crane Army Ammunition Activity, Crane, Indiana (Crane); and Pine Bluff Arsenal, Pine Bluff, Arkansas (Pine Bluff). TYPE OF ACQUISITION AND CONTRACT This acquisition is issued as 100% Small Business Set-Aside. The Army Contracting Command-Rock Island (ACC-RI) intends to award a Firm Fixed Price Contract, as follows: Purchase Order for 1 Base Period with 4 Option Periods CLIN STRUCTURE CLIN 0001 : GPS Services, Crane Base Period CLIN 1001 : GPS Services, Crane Option Period 1 CLIN 1002 : GPS Services, Crane Option Period 2 CLIN 1003 : GPS Services, Crane Option Period 3 CLIN 1004 : GPS Services, Crane Option Period 4 CLIN 2000 : GPS Services, Pine Bluff Base Period CLIN 2001 : GPS Services, Pine Bluff Option Period 1 CLIN 2002 : GPS Services, Pine Bluff Option Period 2 CLIN 2003 : GPS Services, Pine Bluff Option Period 3 CLIN 2004 : GPS Services, Pine Bluff Option Period 4 Note : The Government is not obligated to purchase services for the Option Periods listed above. PERIOD OF PERFORMANCE Base Period : Date of Award - 31 July 2018 Option Period 1 : 1 August 2018 - 31 July 2019 Option Period 2 : 1 August 2019 - 31 July 2020 Option Period 3 : 1 August 2020 - 31 July 2021 Option Period 4 : 1 August 2021 - 31 July 2022 QUOTE SUBMISSION REQUIREMENTS The following shall be submitted in response to this solicitation: (1) Quote (Offered Price) for all Base Periods and Option Periods on the Pricing Spreadsheet at Attachment 02. Prices must be submitted for each listed CLIN. Prices shall be to two decimal points only. In accordance with FAR 12.602, Streamlined evaluation procedures will be utilized for this procurement. Award will be made on price only to the offeror who provides the lowest Total Evaluated Price, who is determined to be responsible and who is compliant with all the requirements of this Solicitation, to include submission of all items listed under the Quote Submission Requirements heading. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 20 days of the expiration date of the contract. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 66 months.
