- Overview of the Requirement and the Purpose of the Notice USAID's Bureau for Food Security is contemplating issuing a solicitation for an activity entitled Advancing Women's Empowerment Framework (AWEF), which will support USG agencies, missions, and implementing partners (IPs) to enhance existing and future Feed the Future and Global Food Security Strategy (GFSS) programming through evidence-based efforts to increase women's participation, productivity, profit, and benefit in agriculture and food systems. AWEF aims to engage more women in agricultural programming, increase women's returns to agriculture, and improve women's empowerment in the domains of the Gender Integration Framework (GIF) and Women's Empowerment in Agriculture Index (WEAI). USAID seeks to obtain industry questions and/or comments for this planned new activity, Advancing Women's Empowerment Framework. USAID also seeks to obtain market research data on the capability of small businesses on the GSA Professional Service Schedule (PSS) SIN 874-1, to successfully implement this work. USAID is contemplating an order from the PSS federal supply schedule in accordance with FAR 8.4 for the activities outlined in Appendix A: Draft Statement of Work (SOW). The attached Draft Statement of Work presents the current objectives and key elements of the activity. The level of funding for this project is estimated up to $22 million total over a five-year period. This is not an invitation for bid, request for proposal or other solicitation; and in no way obligates the US Agency for International Development (USAID) to award a contract.
