Description
The West Texas VA Health Care System (WTVAHCS) is seeking Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB) or Small Business (SB) sources capable of meeting the requirement listed below. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 13. NOTE: TO QUALIFY SDVOSB AND VOSB VENDORS MUST BE CERTIFIED IN THE VA VENDOR INFORMATION PAGES (VIP) DATABASE. The North American Industry Classification System (NAICS) is 541519 or 517210. Any SDVOSB, VOSB or Small Business firms who wish to identify their interests and capability to provide this service must provide information by notifying the Contract Specialist no later than NOON PM Central Time, June 19, 2017. Notification shall be e-mailed to Lula Hill, at lula.hill3@va.gov. In accordance with the Federal Acquisition Regulation, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Notice. SCOPE: Vehicle Global Positioning Tracking System and Installation: Provide the equipment, installation, training and the ability to track vehicle movements for West Texas VA Health Care System (WTVAHCS) vehicles. Background: As part of the ongoing effort to provide better management of the WTVAHCS fleet; the GPS devices approved by GSA Fleet will help the Fleet Coordinator determine the best utilization, provide greater safety, correct bad driving habits and speeding, determine vehicle right sizing, predict preventive maintenance scheduling and reduce fuel costs. Scope of Work: Provide the hardware, installation, training and wireless GPS tracking and fleet management for sixty (60) vehicles. Provide web-based solution/software capable of viewing all the vehicles equipped with GPS from anywhere within the continental United States. Installation of equipment is to be done onsite at the WTVAHCS Fleet Management Parking lot location. GPS hardware equipment for all vehicles must be an exact match as wells a plug and play into OBII port. Specific mandatory Tasks and Associated Deliverables: GPS Tracking: Internet accessed tracking feature that will allow real time tracking of vehicles. Configurable Reporting on-demand or scheduled. System should provide users access to real-time, on-demand online mapping and reports of the present position of your vehicles. The ability to schedule reports on a daily, weekly, or monthly basis or range of dates. Exception alerting capability to be able to manage to defined business processes. Includes speeding, idle time, landmark entry/exit, stop count and duration, battery, distance driven, off-hours use. The ability to have the reports emailed to as many as eight different e-mail addresses or to a FTP site hosted by the agency. The ability to set multiple exception reports and alerts. The system should provide landmark reports by vehicle and landmark. Allow user to easily find locations important to the agency. Ability to define up to 20 unique types of landmarks. Graphical display of your vehicles in real time. View the real-time status and locations of your vehicles anywhere in the county. The system should provide the ability to organize your vehicles, employees and users in a multi-tier configuration. Real-time location pinging (manual update). Real-time asset status change update (moving, parked, etc.). Ability to tailor each user s access to specific features / capabilities / reports. Maintenance reports and alerts. The ability to get alerts when vehicles are ready for an oil change or tire rotation. This can be based on the number of miles on the vehicle and not the number of hours of use. System should also provide vehicle maintenance overdue report summaries. 24/7 Customer Support. User Training access to both online self-paced and instructor led. On board vehicle diagnostics and fault code reporting including the code and descriptions of the code in real-time. Driver safety in-vehicle hardware module which alerts the driver to behaviors outside set guidelines. The module includes LED lights to display information to the driver in regards to safe driving metrics. Metrics include accelerations, decelerations and turns and speed. Map displaying harsh maneuver event locations. Exception reports to capture speeding and idling events. The system should be capable of recording Position-Velocity-Time data at a sampling rate every 1-8 seconds. Identification, Parking, Smoking, and VA Regulations: Contractor personnel shall wear visible identification at all times while on the premises of the WTVAHCS. Contractor personnel shall coordinate with the COR to obtain the I. D. badge from Police and Security. It is the responsibility of the contractor to park in the appropriate parking area. Information for parking is available from the WTVAHCS Police and Security office. Smoking is prohibited inside any building at the WTVAHCS. Violations of VA regulations may result in citation answerable in the United States (Federal) District Court, not a local district, state, or municipal court. Performance Period: Delivery should start September, 2017 and installations completed within 30 days.
