- As part of the Advanced Wireless Services 3 (AWS3) "spectrum reallocation" effort, the USGS has a requirement to engage one or more construction contractors to make seventeen (17) communications sites throughout California "equipment ready" for our migration from approximately 2GHz to 8GHz. The level of effort at each site varies, from minor grounding/rewiring to complete new tower and shelter erection. Sites are grouped into three geographic areas - Northern (eight), Central (four), and Southern (five). "Equipment ready" means the site preparation and physical infrastructure work necessary prior to the installation of equipment such as radios and antennas. We intend to award between one (1) and three (3) firm-fixed-price, indefinite-delivery, indefinite-quantity (IDIQ) contracts in accordance with the procedures of Federal Acquisition Regulation (FAR) Parts 15 (contracting by negotiation) and 36 (construction and architect-engineer contracts.) Offerors may submit proposals for one area, two areas, or all three areas; offerors must be willing to work on all sites in any area in which they propose to work. An offeror may win more than one area. Once contract(s) are awarded, task orders will be issued for each site as it becomes "construction ready." For evaluation purposes, we will select at least one sample site from each area and request a firm-fixed-price proposal with offerors' initial proposals. After contract award and before issuing a task order for a specific site other than the sample site, we will negotiate a site-specific firm-fixed-price with the contractor. All relevant project documents will be made available electronically to interested parties at no charge with the Request for Proposals (RFP). Tentatively, we expect the RFP to be available approximately 06/28/2017 and to be open for thirty (30) days. Site visit opportunities will be provided during the open period, and offerors are urged and expected to inspect the sites where work will be performed, especially the sample sites. The period of performance will be two (2) years from contract award, but a site-specific period of performance will be negotiated and included in each task order. We expect performance to be heavily front-loaded (in other words, most of the work will need to happen right away with only a few sites lagging behind) and offerors' ability to meet an aggressive schedule will be a factor in our source selection. The estimated magnitude of this project is between $1M and $5M for all three areas combined. The Construction Wage Requirements Statute (prevailing wage, formerly Davis-Bacon Act) will apply. An offer guarantee will be required with all offers and the successful contractor(s) will be required to obtain performance and payment bonds. The applicable product/service code is Y1BG, "construction of electronic and communications facilities." The applicable NAICS code is 237130, "power and communication line and related structures construction," size standard $36.5M. This acquisition is reserved exclusively for participation by small business concerns and there is no incumbent contractor. Offerors must hold an appropriate contractor's license in the State of California at the time proposals are due to be considered for this project; this is a definitive responsibility criterion. All State of California regulations regarding contractor's licensing, including the use of appropriately licensed subcontractors, shall be followed on this project. Offerors who are not licensed will be considered not responsible. Offerors must submit evidence of current licensure (including evidence of the licensure of named subcontractors) with their offers.
