Description
SUBJECT: This is a Pre-Solicitation Notice for the following requirement under Project Number 534-16-101, Correct electrical deficiencies at the RHJ VAMC Charleston, SC. A REQUEST FOR PROPOSAL WILL BE POSTED ON OR ABOUT JUNE 23, 2017. DO NOT CALL PRIOR TO THE ISSUANCE OF THE REQUEST FOR PROPOSAL. PROJECT DESCRIPTION: Provide all necessary labor and material and supervision to upgrade the secondary power distribution system at RHJ VAMC up to code requirements and replace old electrical equipment that have passed the anticipated useful life and require service and repair on a regular basis. All work must comply and be performed in accordance with the Department of Veterans Affairs design and construction criteria, guides and standards and all applicable codes and standards and as approved by the Engineering Service Chief. All work must be performed after normal business hours and on weekends as approved by the COR. All work must comply with project ICRA and ILSM. SET-ASIDE: 100% Service Disabled Veteran Owned Small Business (SDVOSB) MAGNITUDE OF PROJECT: Between $2,000,000.00 and $5,000,000.00. TYPE CONSTRUCTION: NAIC 238210 Electrical Contractors and Other Wiring Installation Contractors CONTRACT TYPE: Firm Fixed Price TECHNCAL EVALUATOIN FACTORS AND PROPOSAL SUBMISSION INSTRUCTION WILL BE POSTED IN THE SOLICITATION. Important Notice: Apparent successful offerors must apply for and receive verification from the Department of Veteran Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises at the time of submission of proposal. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz at the time of proposal submission will result in the offeror s proposal being deemed non-responsive. All offerors are urged to contact the CVE and submit the aforementioned required documents to obtain CVE verification of their SDVOSB status if they have not already done so. Statement of Bid Items: A. BASE BID ITEM I, Work includes all materials, labor, tools, and equipment to complete Project 534-16-101: Correct Secondary Electrical Deficiencies at the Ralph H. Johnson VAMC, Charleston SC. The project shall be completed in accordance with all construction specifications and drawings. BASE BID ITEM I (Base Bid) $____________________________________ B. DEDUCTIVE ALTERNATES: Items listed below are all DEDUCTS to BASE BID ITEM I as described above and are listed in priority order. BID DEDUCTS are to be broken out as separate items on the contractor s bid form and are cumulative in their order. 1. BID DEDUCT #1: Contractor shall perform all work as described above in Bid Item 1 (Base Bid) EXCEPT deduct all work associated with Deduct #1. Deduct #1 includes: ALL WORK ASSOCIATED WITH THE NEW DOOR AND WALL PARTITION FOR ROOM #B207B. BID DEDUCT #1 $____________________________________ 2. BID DEDUCT #2: Contractor shall perform all work as described above in Bid Item 1 (Base Bid) EXCEPT deduct all work associated with Deduct #1 AND all work associated with Deduct #2. Deduct #2 includes: ALL WORK ASSOCIATED WITH REPLACING LIGHTING IN CHILLER ROOM #C105. BID DEDUCT #2 $____________________________________ 3. BID DEDUCT #3: Contractor shall perform all work as described above in Bid Item 1 (Base Bid) EXCEPT deduct all work associated with Deduct #1, Deduct #2 and Deduct #3. Deduct #3 includes: ALL WORK ASSOCIATED WITH REPLACING PANEL 1HE8, PANEL 1HE5, TRANSFORMER T-1LE9 AND PANEL 1LE9. BID DEDUCT #3 $____________________________________ 4. BID DEDUCT #4: Contractor shall perform all work as described above in Bid Item 1 (Base Bid) EXCEPT deduct all work associated with Deduct #1, Deduct #2 Deduct #3 and Deduct #4. Deduct #4 includes: ALL WORK ASSOCIATED WITH THE NEW UPS-PUPS. BID DEDUCT #4 $___________________________________ 5. BID DEDUCT #5: Contractor shall perform all work as described above in Bid Item 1 (Base Bid) EXCEPT deduct all work associated with Deduct #1, Deduct #2, Deduct #3, Deduct #4 and Deduct #5. Deduct #5 includes: ALL WORK ASSOCIATED WITH REPLACING OF MCC-6E. BID DEDUCT #5 $____________________________________ UNIT PRICING 1. Unit Pricing Line Item #1: Contractor shall provide unit cost for ALL WORK ASSOCIATED WITH DEMOLISHING A SINGLE 30A/2P NEMA RECEPTACLE UTILIZED FOR FORMER FLOOR BUFFING MACHINES IN CORRIDORS. INCLUDING DEMOLISHING BRANCH CIRCUIT WIRING BACK TO SOURCE. REPLACING DEDICATED 30A/2P BRANCH BREAKER IN GIVEN PANEL WITH (2) 20A/1P BRANCH BREAKERS AND PROVIDING STAINLESS STEEL BLANK COVERPLATE OVER FORMER RECEPTACLE. 2. Unit Pricing Line Item #2: Contractor shall provide unit cost for ALL WORK ASSOCIATED WITH MODIFYING A SINGLE ELECTRICAL ROOM, INCLUDING DEMOLISHING THE LAY-IN CEILING, RESUPPORTING ANY RECESSED ITEMS IN CEILING SUCH AS LIGHT FIXTURES, HVAC DIFFUSERS, ETC., MODIFYING FIRE SPRINKLER HEADS TO BE UPRIGHT IN LIEU OF RECESSED DOWNWARD, PATCHING ANY HOLES/VOIDS IN WALLS/FLOORS WITH APPROPRIATE FIRESTOPPING OR MORTAR COMPOUNDS, PROVIDING SLEEVES AROUND ANY UNPROTECTED LOW VOLTAGE WIRING PENETRATIONS IN WALLS/ FLOORS, DEMOLISHING ANY ABANDONDED LINE OR LOW VOLTAGE WIRING AN ESTIMATED 150 LINEAR FEET EACH, CONNECTING ANY OPEN JUNCTION BOXES WITHIN THE ROOM, AND RESUPPORTING ANY CONDUITS/BOXES THAT MAY NOT BE ADEQUATELY SUPPORTED. 1. BASIS FOR AWARD This is a competitive procurement using the best value tradeoff source selection process identified in FAR Part 15.101-1. For this procurement, the Government will award a contract resulting from the solicitation to the responsible Offeror whose offer, conforming to the solicitation, is evaluated as being the most advantageous to the Government, price and other factors considered. A contract will only be awarded to an Offeror who is deemed responsible in accordance with FAR Part 9 and whose proposal conforms to the RFP s requirements (to include all stated terms, conditions, representations, and certifications). VA NOTICE OF TOTAL SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (DEC 2009) (a) Definition.   For the Department of Veterans Affairs, Service-disabled veteran-owned small business concern : (1) Means a small business concern: (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans (or eligible surviving spouses); (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; (iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document; and (iv) The business has been verified for ownership and control and is so listed in the Vendor Information Pages database, (http://www.VetBiz.gov). (2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). (b) General.   (1) Offers are solicited only from service-disabled veteran-owned small business concerns. Offers received from concerns that are not service-disabled veteran-owned small business concerns shall not be considered. (2) Any award resulting from this solicitation shall be made to a service-disabled veteran-owned small business concern. (c) Agreement.   A service-disabled veteran owned small business concern agrees that in the performance of the contract, in the case of a contract for: (1) Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other eligible service-disabled veteran-owned small business concerns; (2) Supplies (other than acquisition from a non-manufacturer of the supplies), at least 50 percent of the cost of manufacturing, excluding the cost of materials, will be performed by the concern or other eligible service-disabled veteran-owned small business concerns; (3) General construction, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern s employees or the employees of other eligible service-disabled veteran-owned small business concerns; or (4) Construction by special trade contractors, at least 25 percent of the cost of the contract performance incurred for personnel will be spent on the concern s employees or the employees of other eligible service-disabled veteran-owned small business concerns. (d) A joint venture may be considered a service-disabled veteran owned small business concern if (1) At least one member of the joint venture is a service-disabled veteran-owned small business concern, and makes the following representations:   That it is a service-disabled veteran-owned small business concern, and that it is a small business concern under the North American Industry Classification Systems (NAICS) code assigned to the procurement; (2) Each other concern is small under the size standard corresponding to the NAICS code assigned to the procurement; and (3) The joint venture meets the requirements of paragraph 7 of the explanation of Affiliates in 19.101 of the Federal Acquisition Regulation. (4) The joint venture meets the requirements of 13 CFR 125.15(b). (e) Any service-disabled veteran-owned small business concern (non-manufacturer) must meet the requirements in 19.102(f) of the Federal Acquisition Regulation to receive a benefit under this program.
