Description
SUBJECT: This is a Pre-Solicitation Notice for the following requirement under Project Number 544-17-116 Replace MRI Corridor roof at the Dorn VAMC Columbia, SC. AN INVITATION FOR BID WILL BE POSTED ON OR ABOUT JUNE 8, 2017. DO NOT CALL PRIOR TO THE ISSUANCE OF THE INVITATION FOR BID. PROJECT DESCRIPTION: The contractor shall furnish all labor, material, equipment and supervision necessary to accomplish work for Project Number 544-17-116 Replace MRI Corridor roof. The construction time allocated for completion of the work is 90 calendar days from Notice to Proceed. SET-ASIDE: 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) MAGNITUDE OF PROJECT: Between $100,000.00 and $250,000.00 TYPE OF CONSTRUCTION: NAIC 238160 Roofing Contractors CONTRACT TYPE: Firm Fixed Price INVITATION FOR BID SUBMISSION INSTRUCTION WILL BE POSTED IN THE SOLICITATION Important Notice: Apparent successful bidders must apply for and receive verification from the Department of Veterans Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, bidders must be both VISIBLE and VERIFIED by the Department of Veterans Affairs Center for Veterans Enterprises at the time of submission of the bid. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz at the time of bid submission will result in the bidders being deemed non-responsive. All bidders are urged to contact the CVE and submit the aforementioned required documents to obtain CVE verification of their SDVOSB status if they have not already done so. Statement of Work 544-17-116 Replace MRI Corridor Roof SCOPE: The purpose of this NRM project is to replace the existing roofing system for building 114 (MRI) and the adjacent connected walkway. Contractor will be required to provide all labor, materials, equipment, permits, licenses, and supervision necessary to demolish and replace the existing building roofing systems. Installation of roofing systems shall include but is not limited to the following requirements: Flat Roof Portions: All existing flat roof sections are to be removed down to structural deck and receive new 80 mil fully adhered fleece back PVC in low-rise foam (odor-free) adhesive roofing systems. Contractor shall propose the complete roofing system, including manufacturer and warranty details and requirements, as part of the bid. The proposed roofing system should meet the specifications, but any deviations may be noted if a better product or practice is recommended by the Contractor. Roof system shall be rated for 120 mph wind speed in accordance with ASCE 7 wind design category. Installed system must meet manufacturer s requirement for a 20 year no dollar limit labor and material warranty. Contractor is responsible for all requirements to receive warranty. Equipment walk pads shall be installed in accordance with manufacturer s written instructions in locations proposed by the Contractor and approved by the COR. All new roof coverings will be UL class A fire rated. Work will include removal and disposal of existing roofing system which may contain asbestos containing material (ACM). Where the existing conditions result in inadequate slope required for positive drainage, contractor shall be required to provide positive drainage through use of tapered insulation with installation in accordance with manufacturer s recommendations and contract documents. Decking Substrate: Work will also include replacement of roof substrates (steel and concrete) where found to be deteriorated. For steel decking, Contractor shall rehab with rust primer as needed and replace decking as identified in-field with COR approval. Contractor shall include an allowance of $10,000 for any required substrate repairs. Prior to repairs, Contractor shall provide written notification to include estimated costs and coordinate a visual inspection for verification of material quantities with the COR. Repairs to be in accordance with prevailing code, TIL specifications, and manufacturer requirements. Repair existing equipment curbs as necessary to ensure sound surface for roofing material installation in accordance with manufacturer s instructions and recommendations. BACKGROUND: Building 114 (MRI) The existing B114 roof is in poor condition and in need of replacement. The estimated age of this roof is between 10 and 15 years old. The top edge of the EIFS, which is a component of the parapet wall, is in very poor condition. Some areas have standing water which may be indicative of collapsed insulation or an underlying structural defect. Water does not appear to move well laterally between the scuppers. A Tramex moisture meter identified multiple areas that may contain wet insulation. Location: Existing construction: Square Footage: Approximately 2,929 Deck: Steel Insulation: Base layer: 1.5 polyisocyanurate Intermediate layer: Tapered polyisocyanurate Top layer: 1 perlite Roof Membrane: TPO Flashing: TPO Surfacing Material: None Drainage: Through wall scuppers Slope: Approximately ¼ in 12 R-value of Insulating materials: Varies (roof core near roof drain lowest point in roof 3 polyisocyanurate indicating a possible minimum R-value of 17.4 Corridor The existing corridor roof is in poor condition and in need of replacement. The estimated age of this roof is between 15 and 20 years old. Leaks have been reported where the walkway meets B100 possibly due to a failure in the counterflashing caulking near the joint or defects at each end of the base flashing. The Tramex moisture meter identified wet insulation from the precast wall joint to almost 40 back. Wet roof insulation was also identified in the area between the second and third roof drain. Location: Existing construction: Square Footage: Approximately 3,233 Deck: Concrete Vapor Barrier: Yes Insulation: Base layer: 1 polyisocyanurate Intermediate layer: Tapered polyisocyanurate Top layer: ½ wood fiber Roof Membrane: Modified bitumen Flashing: CSPE (Hypalon) Surfacing Material: Ceramic granules coated with aluminum paint Drainage: Interior roof drains Slope: Approximately ¼ in 12 via tapered insulation R-value of Insulating materials: Varies (low overall value, less than R-10) PERIOD OF PERFORMANCE: The period of performance is 90 calendar days from Notice to Proceed (NTP). The period of performance includes 10 weather days. LOCATION: All work shall be performed at the William Jennings Bryan Dorn VA Medical Center, 6439 Garner s Ferry Rd, Columbia, SC 29209. Building 114 and the adjacent corridor are located between buildings 100 and 22, as shown in the figure below: PERFORMANCE REQUIREMENTS: All work will be coordinated with the Contracting Officer s Representative (COR). Only the Contracting Officer (CO) has the authority to make changes to the contract that affects price and/or time. All work to be in accordance with contract requirements. Prior to beginning work, Contractor shall review and finalize a VHA Risk Assessment with the COR and submit a job specific safety plan for approval by the COR. The plan shall include all measures to be implemented for protection of the public, property, and employees during all phases of the project and support the approved Risk Assessment. HAZAROUDS MATERIALS: Hazardous Materials Survey: Prior to performing work, the Contractor shall perform a hazardous material survey in accordance with the requirements of SCDHEC Reg. 61-86.1 in order to document all surfaces to be disturbed for the potential of asbestos containing material and other suspected hazardous materials. Contractor shall include an allowance of $10,000 for the removal of any identified hazardous material. Asbestos Abatement: Asbestos abatement will be conducted in accordance with the South Carolina Department of Health and Environmental Control (SCDHEC), EPA, OSHA and VA regulations and infection control procedures. To include: DHEC Asbestos Abatement Notification & Permit. Removal and disposal of ACM in a non-friable manner. Asbestos approved storage container and disposal of asbestos debris. Compilation of an Abatement Summary Report to include waste disposal records. Lead Abatement: If lead is suspected during demolition as a hazard to employees the Contractor shall immediately notify the COR. Lead abatement services will be conducted in accordance with all Federal and state requirements to include but not limited to requirements of SCDHEC, EPA, and OSHA. Contractor to follow all requirements as outlined within the contract documents and specifications. WORK RELATED SERVICES Work Services Statement: Contractor shall provide and install all necessary material in compliance with the contract specifications (and other applicable TIL specifications) and manufacturer s written instructions. The following information is provided as an excerpt of the specifications/scope of work requirements and is not intended to relieve the contractor of any necessary obligations to ensure proper installation of a fully functional system. Division 01 - General Requirements The general requirements work includes the following services and work elements. Contractor shall comply with all requirements as indicated in the construction contract and specifications: 01 00 00 General Requirements Building 114 (MRI) operates from 7 AM to 7 PM Monday through Saturday. Working hours for MRI shall be 7 PM 7 AM Monday through Saturday and all day on Sundays. Corridor work shall also be performed outside of normal working hours (7AM 5 PM). Contractor is responsible for providing equipment to insure compliance with all applicable safety requirements for working at night. The wage and benefit rates for the on-site workers and their subcontractors at any tier shall be equal to the amount of the applicable Davis-Bacon Act wages and benefits in effect for the location of work services. ASBUILTS: Contractor shall provide CADD modified as-built drawings at the completion of the project. The Government will only provide PDF rendered drawings for the contractor s use. 01 33 23 and 01 45 00 - Shop Drawings, Product Data, and Samples Coordinate the delivery and storage of the work materials with the COR. 01 35 26 Safety Requirements Maintain a reasonably clean and safe job recovery area in compliance with OSHA regulations. 01 45 00 Quality Control Project management and full time on-site construction supervision services. All work shall comply with applicable building codes, Federal and State rules and regulations, to include but not limited to IBC 2015, ASCE7, OSHA, SCDHEC, and all other applicable standards further specified in item 8 below 01 57 19 Temporary Environmental Controls Infection Control: None anticipated for this project. 01 74 19 Construction Waste Management Furnish a dumpster for work rubbish and debris near the construction area. Contractor shall provide a written plan prior to commencement of work for approval by the COR. Division 02 - Site Work/Selective Demolition The site work/selective demolition work includes the following services and work elements. All demolition services shall include removal and disposal unless noted otherwise. Coordinate removal and/or salvage of any equipment with the COR prior to disposal. 02 41 00 - Demolition Remove and dispose of the existing roofing system as indicated per this scope of work. Demolition efforts include but are not limited to all flashing, surfacing, structural substrate, insulation, and other roofing accessories which are part of the existing roofing systems. Contractor shall remove and reinstall any and all utility support connections necessary for demolition and re-installation. 02 82 11 & 02 82 13.13 - Asbestos Abatement Existing roofs may be positive for ACM and shall be abated in accordance with the contract documents. ACM flashing may include, but is not limited to, all base flashing, equipment curb flashing, parapet wall flashing; vertical wall flashing. Contractor shall be responsible for identifying and abatement of all asbestos containing materials. Division 07 - Thermal and Moisture Protection The thermal and moisture protection work includes the following work elements: 07 22 00 Thermal Insulation Contractor shall be required to provide new roofing and decking insulation. Where the structural roofing components lack appropriate slope, contractor shall provide through use of tapered insulation installation. 07 54 19- Polyvinyl-Chloride Roofing Contractor shall provide new PVC, fleece back roofing system as indicated per contract documents for each flat roof section. 07 60 00- Flashing and Sheet Metal Contractor shall provide all flashing and sheet metal necessary to ensure installation in accordance with the contract documents and manufacturer s written instructions. 07 72 00- Roof Accessories Contractor shall provide all required roofing accessories to include but not limited to utility, piping, conduit, and equipment mounting supports which are removed during construction. Contractor shall be permitted to reutilize support apparatuses provided the device in question is of sound integrity. 07 92 00 Joint Sealants Furnish and install caulking and sealants as necessary to ensure moisture and air tightness. Installation and materials shall be in accordance with contract documents and manufacturer s written instructions. DESIGN/CONSTRUCTION STANDARDS: Utilize all VA Standards for Construction as applicable for all features of work, as found on the VA Technical Information Library (http://www.cfm.va.gov/til/index.asp). Requirements of latest editions of IBC, ASCE7, OSHA, SCDHEC, and any other applicable code for any portion of work to be adhered to. All materials and equipment shall be listed, labeled, or certified by a Nationally Recognized Testing Laboratory (NRTL) to meet Underwriters Laboratories, Inc. (UL), standards where test standards have been established. Materials and equipment which are not covered by UL standards will be accepted, providing that materials and equipment are listed, labeled, certified or otherwise determined to meet the safety requirements of a NRTL. Materials and equipment which no NRTL accepts, certifies, lists, labels, or determines to be safe, will be considered if inspected or tested in accordance with national industrial standards, such as ANSI, NEMA, and NETA. Evidence of compliance shall include certified test reports and definitive shop drawings. Comply with all established OSHA regulations in the performance of the work. PROTECTION: Protect all building interiors from damage. Utilize temporary dust and infection control measures to prevent intrusion of dust and other debris into the general patient areas to include, but not limited to, erection of dust barriers and use of tack mats at entrances to worksites. Provide pre-filters for nearby HVAC intakes as required. Protect all existing vegetation, structures, equipment, utilities, and improvements in accordance with FAR Clause 52.236-9. Contractor will be responsible for all repairs and/or replacements for failure to comply.
