Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). Request for Quotation number is N00244-17-Q-0082. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-95. This requirement is unrestricted. The NAICS code is 488991 and the Small Business Standard is $27.5 million. The proposed contract action is for packing and containerization of direct procurement method personal property shipments within China Lake and Lemoore, CA, for one year, commencing 01 July 2017 through 30 June 2018, with an option for 4 additional years. CLIN 0001 is for the base ordering period; CLIN 0002 is for the first option year; CLIN 0003 is for the second option year, CLIN 0004 is for the third option year and CLIN 0005 is for the fourth option year. Attachment 1 is the Extended Line Item Numbering (ELIN) and lists detailed descriptions for each item required under each CLIN. The ELIN pricing sheet is to be submitted with your offer. The services are described in Attachment 2, Performance Work Statement. 52.212-1, Instructions to Offerors Commercial applies with the following addendum: INSTRUCTIONS TO OFFERORS I. GENERAL The contract resulting from this solicitation will be a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract. It will consist of a one-year base period of performance followed by four one-year options. This solicitation also contains FAR clause 52.217-8, Option to Extend Services, which would allow the Government to extend the period of performance under the contract up to an additional six months. Questions regarding any aspect of this procurement must be submitted in writing via email only, and addressed to: nancy.landeros@navy.mil. Other methods of submitting questions are not authorized and will not be acknowledged. The subject line of the email must state: RFQ N00244-17-Q-0082 Question. It is requested that all questions be received within ten days of the date this solicitation was posted. The government will make every attempt to answer all questions in a timely manner; however, questions submitted within 7 days of the posted closing date may not allow for ample time to respond and offerors cannot be guaranteed a response will be issued. Offerors should anticipate that questions and responses will be posted for viewing by all other potential offerors. Proposals submitted on a basis other than F.O.B destination shall be rejected as nonresponsive and offers may be determined to be unacceptable. The offerors are urged to submit brief and concise responses, within the confines of the space allotted. Failure to submit the completed Contractor Performance Data Sheet (along with the proposal) shall be considered certification (by signature on the proposal) that the contractor has no past performance for like or similar items for the Government to evaluate. II. INSTRUCTIONS FOR THE SUBMISSION OF PROPOSALS Proposals for the services to be provided shall be submitted via email to nancy.landeros@navy.mil. Offers submitted via the NECO portal will not be considered for award. III.PREPARATION OF PROPOSALS Offerors are required to submit by the specified solicitation closing date and time. 1Technical/Capability to Perform 2Past Performance requirements 3Price (Standard Form 33 (Complete Section B through K)) 1. TECHNICAL/CAPABILITY TO PERFORM a. The offeror shall hold authorization from the Federal Highway Administration or other cognizant regulatory body. The offeror shall provide documentation of the authorization in accordance with FAR 52.247-2, Permits, Authorities, or Franchises. A copy of the certification must be provided with the proposal. 2. PAST PERFORMANCE (b) Past Performance: The offeror may submit evidence of recent and relevant contracts performed for packing and crating services. A maximum of three (3) contracts may be submitted. For the purpose of this solicitation, recency is performance occurring within the last five years from the period of the solicitation release date. For the purpose of this solicitation, relevancy is defined as performance of packing and crating services similar in scope to this requirement with a period of performance of at least six months. Submissions shall include email addresses and phone numbers of points of contact that were responsible for evaluating the contract performance, the contract number, the period of performance, estimated dollar amount, and a brief description of the work performed which will demonstrate relevancy. This submission can be in the form of CPARS or any format providing that it includes the aforementioned documentation. (b) Offerors shall demonstrate past performance through completion of the attached Contractor Performance Data Sheet . The Contractor Performance Data Sheet shall be completed in its entirety. 3. PRICE a. ELIN pricing sheet FAR Clause 52.212-2, Evaluation Commercial Items applies with the following addendum: For the purposes of award, offers will be evaluated based on the following criteria: Lowest Price Technically Acceptable (LPTA) Source selection will be conducted using LPTA. Award will be made to the single Offeror who is deemed responsible, whose proposal conforms to the Request For Proposal (RFP) requirements and is judged to represent the LPTA proposal to the Government. To be eligible for award, a proposal must meet all past performance and technical requirements, conform to all required terms and conditions, and include all information required in the solicitation. Therefore, the proposal shall contain the Offeror s best terms from a cost or price and technical standpoint. This will result in award being made to the lowest-priced offer that the Contracting Officer has determined as acceptable in both past performance and technical areas. The Government shall evaluate the proposed Technical/Capability to Perform on a technically Acceptable or Unacceptable basis. Only those offers which are determined by the Contracting Officer to have a technically acceptable Capability to Perform will be further evaluated under Past Performance and Price. For those offers determined technically acceptable under Capability to Perform, the Government shall evaluate Past Performance on an adjectival basis as Acceptable or Unacceptable. In accordance with FAR 15.305, the Contracting Officer shall evaluate each proposal in accordance with the evaluation factors, in the manner described herein. The Government contemplates the award without discussions. Each initial offer should, therefore, contain the Offeror s best terms from both a technical and price standpoint. Evaluation Factors. The following factors shall be used to evaluate offers. (1) Technical/Capability to Perform (2) Past Performance (3) Price FACTOR 1 Technical/Capability to Perform In order to be considered technically acceptable at the time of the Government s receipt of proposals, offerors must meet the requirements specified by FAR 52.247-2, Permits, Authorities, or Franchises and provide proof of certification as a DOD agent. By executing FAR 52.247-2 and submitting a signed proposal under this solicitation, the offeror asserts that they are technically capable of performing the specifications/Performance Work Statement and all aspects of this contract. The Government shall evaluate Technical/Capability to Perform using the following adjectival ratings Adjectival RatingDescription AcceptableProposal meets the requirements of the solicitation. UnacceptableProposal does not meet the requirements of the solicitation. FACTOR 2 - PAST PERFORMANCE The Government intends to evaluate the quality of the offeror s past performance. This evaluation of past performance is separate and distinct from the Contracting Officer s responsibility determination. The offeror shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Failure to submit the completed Contractor Performance report Data Sheets will be considered certification that the offeror has no past performance for relevant services for the Government to evaluate. Past Performance data may be gathered from sources other than those provided. Past performance information may be obtained from established systems such as the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; and may be obtained from other sources available to the Government, such as the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, Fee Determining Officials. The Government shall evaluate Past Performance using the following adjectival ratings: Adjectival Rating Description AcceptableBased on the offeror s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror s performance record is unknown. (See note below) UnacceptableBased on the offeror s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort. NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or neutral ) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable. FACTOR 3 - PRICE Offeror s price will be evaluated on the basis of total aggregate price of all line items. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (a) Show the proposed unit price for all items. (b) Enter the extended price (multiply the estimated annual quantity by the proposed unit price) of each item offered in the Total column of Schedule B. In case of discrepancy between a unit price and an extended price, the unit price will be presumed to be correct. Offers for supplies or services other than those specified will not be considered unless authorized by the solicitation. (c) Propose a price on all items for each schedule. If there is to be no charge for an item, an entry such as No Charge, or the letters N/C or 0, must be made in the unit price column of the Schedule. (d) When drayage is necessary for the accomplishment of any item in the schedule, the Offeror shall include in the unit price any costs for bridge or ferry tolls, road use charges or similar expenses. (e) Unless otherwise provided in this solicitation, the Offeror shall state prices in amounts per hundred pounds on gross or net weights, whichever is applicable. All charges shall be subject to, and payable on, the basis of 100 pounds minimum weight for unaccompanied baggage and a 500 pound minimum weight for household goods, net or gross weight whichever is applicable. (f) Options. For evaluation purposes, in order to evaluate the impact of a possible six (6) month extension under the clause FAR 52.217-8, the total proposed price for option period four (4) will be divided by two (2) to calculate an extension price. The extension price will then be added to the total proposed price to arrive at a total evaluated price. (g) The total evaluated price will be evaluated to determine whether it is reasonable. A reasonable price represents a price that provides best value to the government, taking into account market prices, the technical and functional capabilities of the offeror, and risk. Offerors are advised to provide a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items. Additional applicable clauses are included in attachment titled N00244-17-Q-0082_Clauses. The Fleet Logistics Center, San Diego, Port Hueneme Division, requests responses from qualified sources capable of providing the support. All quotes shall include price(s), CAGE code, DUNS number, tax identification number, and business size. Quotes will be accepted via email submitted to: nancy.landeros@navy.mil. Each response must clearly indicate the capability of the offeror to meet all specifications and requirements. All responsible sources may submit a quote which shall be considered by the agency.
