Description
The proposed Request for Proposal (RFP), P17PS00989, will consist of the following construction services to be performed in order to Rehabilitate Acadia National Park's Jordan Pond House Tea Lawn. A) The Contractor shall establish erosion control, remove vegetation indicated, wood decking, selected areas of brick pavers, stones and topsoil. Contractor will regrade the lawn area, install a subsurface drainage system, emplace sand drainage layer and amended/high use lawn soil, saw-cut brick plaza and connect building drains to the drainage system, furnish, install and connect drainage grates in front of doors, extend water and electrical service to two areas for connection of future wait stations, design and install an irrigation system, replace removed brick and some foundation elements. Furnish and install wood railings, fencing, ground anchors for signs and benches. Emplace stones, plant, seed, custom sod and maintain the same. B) A proposal option replace existing bricks on the plaza at the front of the building. Location of Work: The site is located on Mount Desert Island, in Acadia National Park in the town of Mount Desert, Maine. The order of magnitude for this project is estimated to be between $500,000 and $1,000,000. Tentative date for issuing the RFP is on or about June 26, 2017. Tentative closing date of the RFP is on or about July 26, 2017. Contract performance period for on-site work is limited to between September 5, 2017 to June 20, 2018. Plans will be available for inspection without charge as attachments to the RFP. Requests for the Request for Proposals shall be directed to view the entire RFP on the Governmentwide point of entry available via the Internet at http://www.fedbizopps.gov. Award is restricted to small businesses in accordance Federal Acquisition Regulation (FAR) 6.203 -- Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns. The RFP will be set-aside for 100% for Small Businesses under NAICS Code: 237990, Other Heavy & Civil Engineering Construction (size standard $36.5M). The proposed RFP will utilize the Best Value Tradeoff Process of FAR Part 15, Contracting by Negotiation. U.S. Dept. of Labor, Construction Wage Rate General Decision Numbers: ME170008 and ME170024 shall apply. Solicitation documents, including technical data, will be available free of charge through the Governmentwide point of entry available via the Internet at http://www.fedbizopps.gov. All responsible sources may submit a proposal which shall be considered by the agency.
