Clauses and Provisions June 9, 2017 Combined Synopsis Solicitation: Title: Air Compressor with Maintenance This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; submissions are being requested and a written solicitation will not be issued. The Contractor shall provide all personnel, equipment, materials, supervision, transportation, labor, and other items and services necessary to satisfy government requirements. The Solicitation Number is: F5N1CC6356AW01. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the following: Federal Acquisition Circular (FAC) 2005 -95, effective 19 January 2017 DFARS Publication Notice (DPN) 20161222, effective 22 December 2016 Air Force Federal Acquisition Circular (AFAC) 2017 -0127, effective 27 January 2017 _____________________________________________________________________________________ NAICS code: 333912 Size Standard: 1000 Product Code 4310 Set Aside: This acquisition is 100% set aside for small business concerns. (See FAR 52.212-1 for further definition) _____________________________________________________________________________________ Description of Requirement: Line Item Description Quantity This requirement is to purchase 2 items. CLIN #1 is for 1 Sullair Model 1807V ACAC 25HP rotary screw air compressor or equivalent. The air compressor must be a minimum of 25 HP and must have a capacity of 116 ACFM@100)PSIG and low sound level 67 or less dBa. The air compressor must have a pressure vessel with a capacity of 400 gallons and rated pressure of 165 PSIG. The air compressor must have a cycling refrigerated air dryer with air capacity of 100 SCFM. The air compressor must include an in line filtration with a capacity of 188 SCFM. The compressor must also include an oil/water separator with a capacity of 15 gallons. This air compressor must have a minimum of a 5 year warranty. CLIN0002 is for major and minor maintenance on the air compressor. The minor maintenance service will include replacement of oil filter, inlet filter element, sampling oil for laboratory analysis, oil check, inspect drive coupling element for wear, grease bearings in drive motor, clean and adjust all control line components, and scavenge line system for proper operation, externally clean the condenser in the refrigerated air dryer, check the condensate removal systems for proper operation, drain the receiver tank of any water, check/tighten the incoming electrical connections, start up the unit, check/record the incoming voltage, amperage, pressure and temperature, leaks and monitor the system for proper operation. The major service maintenance will include replacing the oil filter and inlet/filter element, removing and replacing the air/oil separator element, drain and replace the in line coalescing element, inspect drive coupling element for any wear, grease the bearings in the drive motor, clean and adjust all of the control line components and the scavenge line system for proper operation, externally clean the combination air/oil cooler and the condenser in the refrigerated air dryer, check the condensate removal systems for proper operation, drain the receiver tank of any water, check/tighten the incoming electrical connections, start up the unit, check/record the incoming voltage, amperage, pressure and temperature, check unit for leaks and monitor the system for proper operation. _____________________________________________________________________________________ Delivery Date: Period of performance will be from August 23, 2017 to August 22, 2018 FOB: Destination Westover Air Reserve Base 250 Airlift Drive Chicopee, MA 01020 _____________________________________________________________________________________ Questions Due Date: June 20, 2017 a ll questions will be addressed/answered by amendment posted to www.FBO.gov. The Government anticipates a firm fixed price contract. _____________________________________________________________________________________ Site Visit: None _____________________________________________________________________________________ FAR 52.212-1 Instruction to Offerors - Commercial Items, (Jan 2017), is hereby incorporated by reference with the same force and effect as if it were given in full text. In addition to any addendum provided via attachment to this Solicitation, all terms and condition of FAR 52.212-1 remain in effect. Addendum FAR 52.212-1- Instructions to Offerors - Commercial: Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. Addendum FAR 52.212-1(a)- This solicitation will be done using a combined synopsis/solicitation not a SF1449. 52.212-2 Evaluation -- Commercial Items (Oct 2014), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Addendum to FAR 52.212-2 Evaluation -Commercial Items: Lowest Priced item which includes a rotarty screw air crompressor that is a minimum of 25 HPG and has a capacity of 116 ACFM@100)PSIG and sound level of 67 or less dBa. Each offeror shall ensure the provision at FAR 52.212-3, including its Alternate I, Vendors Representations and Certifications-Commercial Items, (Jan 2017 ), are updated at www.sam.gov. Failure to obtain SAM registration May result in submissions not being considered for award. Addendum FAR 52.212-3 - If offeror is NOT SAM registered then quotes must include a completed copy of the provision at 52.212-3 section (c).
