Page 1 of 2 Request For Information (RFI) for Department of Veterans Affairs, Office of Information & Technology, Information Technology Operations and Service, VA Enterprise Anti-Virus & Host Intrusion Prevention System (EAV HIPS) Background Information Veterans Affairs must implement a software asset management solution on 575,000 client and 32,500 server endpoints to inventory all software installed on managed endpoints and implement a reputation-based blacklist by September 30, 2017. Requirements: The VA Enterprise Anti-Virus & Host Intrusion Prevention System (EAV HIPS) shall perform advanced application control restricting network access and rogue application execution. New PWS Section (5.2.10): Application Control The contractor shall ensure the Application Control solution stores, processes, and provides software inventory data for all VA EAV HIPS managed endpoints (up to 650,000 endpoints). VA will provide the contractor with McAfee Application Control server licenses as Government Furnished Equipment. The contractor shall assist VA EAV HIPS Administrators to perform a phased rollout of Application Control throughout the VA enterprise by September 30th, 2017. The contractor shall identify solutions to problems related to Application Control installations and configurations on any VA endpoint. The contractor shall increase the level of effort (LOE) to enable the existing VA EAV HIPS/McAfee ePolicy Orchestrator (ePO) environment to perform reputation-based blacklisting. The contractor shall develop and implement ePO policies to block unauthorized software from executing on managed endpoints based on reputation (contractor provided blacklist service) by September 30th, 2017. The contractor shall develop and implement ePO policies to block blacklisted applications,designated by the Government from executing on managed endpoints by September 30th, 2017. These ePO policies shall allow exceptions for specific endpoints. The contractor shall provide Operation & Maintenance services for MacAfee Application Control. The contractor shall sustain Application Control within the VA EAV-HIPS environment to discover and prevent unauthorized or unmanaged software configuration items in VA IT assets from executing. The contractor shall integrate efforts with the existing EAV HIPS O&M Team to develop Application Control policies within the VA ePO tool, configure, test, document, and sustain the Application Control product. The contractor shall provide ongoing support to create ePO policies to block unauthorized software within 72 hours of notification. Deliverables: a. Deployment Architecture Design (contractor format) Capabilities and Product Overview Responses for this section should be 5 pages or less Provide a brief summary of your technical approach to meet the VA s requirements to modify VA Enterprise Anti-Virus & Host Intrusion Prevention System (EAV HIPS), including how you will be interfacing with the current VA infrastructure. Please provide an architectural overview of the modification you are proposing. Please provide a functional overview of the modification you are proposing. Provide a high level estimate of the time frame needed to implement your approach if you take exception to the three month builds listed in the draft PWS.
