Repair Water Distribution System Specifications Addendum Repair Water Distribution System Specifications Repair Water Distribution System Drawings Repair Storm Drainage & Base Pavements Specifications Addendum Repair Storm Drainage & Base Pavements Specifications Wage Determination Solicitation Repair Storm Drainage & Base Pavements Drawings Governmentwide Point of Entry (GPE) is the single point where Government business opportunities greater than $25,000, including synopses of proposed contract actions, solicitations, and associated information, can be accessed electronically by the public. The GPE is located at http://www.fedbizopps.gov The 106th Rescue Wing of the New York Air National Guard located in Westhampton Beach, New York, intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Repair Storm Drainage and Base Pavements and Repair Water Distribution System in Westhampton Beach, NY (Suffolk County). The project work includes, but is not limited to Repair of the existing water distribution system through replacement: - REPAIR WATER DRAINAGE STRUCTURES & MAINS (Underground storm chamber system, water quality infiltration pond, 36" concrete flumes, curb inlets, storm drainage manholes, outlet control structure, leaching basins, adjust existing structures to grade, 12" RCP storm sewer piping, asphalt pavement cut/patch, 4" PVC conduits) -REPAIR PARKING LOTS ( Demolition & disposal of existing asphalt, crushed aggregate base, asphalt binder course, prime coat, tack coat, asphalt wearing course) - REPAIR ROAD SYSTEMS - FULL DEPTH (Demolition & disposal of existing asphalt, crushed aggregate base, asphalt binder course, prime coat, tack coat, asphalt wearing course) - REPAIR CURBING (Demolition & disposal of existing concrete curb, install 6" X 18" concrete curb) - REPAIR SIDEWALKS (Demolition & disposal of existing concrete sidewalk, install 4" thick concrete sidewalk, install 12" thick dumpster pads) - SITEWORK / STRIPING ( Tree removal, gazebo removal, relocate utility poles, relocate solar light poles, remove fire hydrant, remove pavement markings, demolish brick patio, demolish rip-rap stone, remove guardrail, remove bollards, remove planter, debris disposal, remove concrete storm water pipe, remove catch basins and manholes, erosion control, traffic control signs, parking space striping, handicap symbol marking, handicap signs, crosshatching, removable bollards) - ROAD SYSTEMS - RESURFACING (Cold-mill asphalt pavement & disposal, tack coat, asphalt wearing course) - PARKING LOT - RESURFACING ((Cold-mill asphalt pavement & disposal, tack coat, asphalt wearing course) - CONSTRUCT NEW ROAD (Crushed aggregate base, prime coat, asphalt binder course, tack coat, asphalt wearing course, proposed curbing, proposed 4" concrete sidewalks, centerline striping, stop lines, stop signs, and directional signs) - CONSTRUCT NEW PARKING LOT AREA (Crushed aggregate base, prime coat, asphalt binder course, tack coat, asphalt wearing course, proposed curbing, parking lot striping) - PROPOSED STORM DRAINAGE PIPING (12" RCP, 15" RCP, 12" HDPE, 15" HDPE, 18" HDPE, 24" HDPE, asphalt pavement cut & patch) - SITE PREPARATION (Demolish asphalt pavement for trenching, demolish airfield concrete for trenching, demolish concrete sidewalk for trenching, debris disposal, remove existing fire hydrants) - SITE IMPROVEMENTS (Asphalt pavement repair at trenching, temporary sediment control fence, 4" topsoil to backfilled trenches, rigid airfield pavement patching) - SITE CIVIL/MECHANICAL UTILITIES (Trenching for water line install, 2" PVC piping, 4" PVC piping, 6" PVC piping, 8" PVC piping, 12" PVC piping, valves & fittings, install new fire hydrants) - OPTION #1 - Mill & overlay in CE Compound: PARKING LOTS (Cold mill asphalt pavement, disposal, tack coat, asphalt wearing course) - OPTION #2 - Mill & overlay, striping, fog seal and crack repair at PJ Building 424 parking 12: PARKING LOTS (Cold mill asphalt pavement, disposal, tack coat, asphalt wearing course, fog seal, crack repair, parking lot striping (where applicable)) - OPTION #3 - Landscape planting, provide and install trees and shrubs: LANDSCAPE PLANTING (Furnish & install trees and shrubs, provide hardwood bark mulch to bed areas and tree pits) -OPTION #4 - Headquarters parking lot: PARKING LOT (Cold mill asphalt pavement, disposal, tack coat, asphalt wearing course, precast wheel stops, removable bollards and foundations, removable bollard rack, dumpster pad The contract duration is 365 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 237110, with a size standard of $36,500,000.00. The magnitude is between $5,000,000 and $10,000,000. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on-or about June 9, 2017. The tentative date for the pre-bid conference is June 20, 2017 at 11:00AM EST, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by June 15, 2017 via email to fred.rodriguez1.mil@mail.mil. The bid opening date is scheduled for July 13, 2017. Actual dates and times will be identified in the solicitation. In accordance with FAR 28.101-2, a Bid Guarantee will be required. Interested offerors must be registered in SAM. The solicitation and associated information and the plans and specifications will eventually be available only from the Federal Business Opportunities (FedBizOpps) website online at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/offerors cannot log into the FedBizOpps home page and search for data.
