Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. The purpose of this sources sought announcement is for market research purposes to gain knowledge of potential qualified sources and their SBA size classification in relation to NAICS 238220. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. If possible, provide an estimate price for the request service below. Please provide previous or current works that are in similar size, and complexity as the Government requirement. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Business who respond to a solicitation on this project must be registered and verified with the Vet Biz Registry located at http://vip.vetbiz.gov. After review of the responses to this sources sought synopsis, a solicitation announcement may be published to www.FBO.gov. Responses to this sources sought synopsis are not considered adequate responses to solicitation notice. The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is seeking a source for establishing a contract to provide services in support of the VA Greater Los Angeles Healthcare System (VAGLAHS) Engineering Department to perform all testing in accordance with the VHA Boiler Safety Device Testing Manual (Third Edition) and VACO Directive 1810. The period of performance shall be for one year from the date of award. Testing is due every six months (semiannual and annual) and shall be performed within 30 days for each period. Contractor is responsible for all manpower and materials required. Contractor is responsible for any adjustments necessary to achieve compliance and continuous reliable operation. Contractor is responsible for Determining the Safety Device set point and normal operating range and affix label prior to test. Contractor shall perform hydrostatically test on boilers and their economizers to determine if there is internal failure. Contractor shall perform Safety Device Testing on Boilers. Contractor shall perform Safety Device Testing on DA Tank. Contractor shall perform Safety Device Testing on Condensate Tank. Contractor shall perform Safety Device Testing on Other Plant Safety Devices. Contractor shall affix calibration and test stickers to each device upon conclusion of test. Contractor shall provide hard and electronic copies of all testing results and reports including binder using forms from the Safety Device Testing Manual to the COR within 7 days of testing. 1. WEST LOS ANGELES 2.2. VHA Safety Device Testing Manual 2.2.1. Contractor must ensure safety device is located in correct place 2.2.2. Contractor must ensure safety device set point is correct 2.2.3. Contractor must ensure safety device activates at the correct set point 2.2.4. Contractor must ensure safety device produces the required effect 3. EQUIPMENT TO BE TESTED 3.1. BOILERS INFORMATION i. Gauges are to be zeroed and calibrated prior to test. Air shall be purged from lines after completion of test. **To be performed prior to relevant test 3.1.2. OTHER PLANT SAFETY DEVICES 3.4.1. For all other plant safety devise, contractor shall inspect, calibrate, and test the following: 3.4.2. Test and Calibrate Toxic Gas System (Methane / LEL and CO ) MSA Gasgard G (8sensor 2 strobes) 3.4.3. Test and Calibrate Ammonia Detection System - MSA Gasgard XL (4 sensors, 2 strobes, 2 handheld units) 3.4.4. Emergency Fuel Shutdown System Automation Direct/Allen Bradley (5 station) 3.4.5. Low Main Gas Pressure Switch (Dwyer) 3.4.6. Low Condensate Pressure Switch (Dwyer) 3.4.7. Low Incoming Water Pressure Switch (Dwyer 2) 3.4.8. Low Main Feed Switch (Dwyer) 3.4.9. Low Plant Air Pressure Switch (Dwyer) 3.4.10. Main Steam Header Pressure (Dwyer) 3.4.11.
