- The Naval Special Warfare (NSW) Command, Contracting Department, San Diego, CA. 92155 intends to award a 100% Small Business Set-Aside, Firm Fixed Price Contract, for a vessel meeting the described minimum specifications and at the location identified below: • East Coast (Charleston, SC) - Contractor shall provide a Sport Fishing Vessel of the following makes or similar; Ocean, Viking, or Hatteras. • Vessel shall be 45ft-65ft length overall. - Vessel shall be capable to carry a minimum of 500 gallons of fuel or greater, 100 gallons of fresh water, and 50 gallons of black water. • Vessel shall have a properly working Raymarine, Simrad, Furuno, or Garmin Multifunction Display with chart cards that covers the southern United States Atlantic Ocean. Chart cards shall be updated no later than January 2017. • Vessel shall have at a minimum a properly working Raymarine, Simrad, Furuno, or Garmin Radar. Radar shall have a range of 24nm or greater. Vessel shall have a properly working Raymarine, Simrad, Furuno, or Garmin dual frequency CHIRP down scanning Sonar. • Vessel shall have a minimum of one working fixed VHF Marine Band Radio. Vessel shall have a functioning horn and back up canister air horn, current visual distress markers, and EPIRB. • Vessel shall be capable of birthing up to six personnel, and all births shall come with clean mattresses, pillows, and sheets. Vessel shall have two or more heads that are equipped with showers. • Vessel shall have a properly working air conditioning and heating system. Vessel shall have fridge, freezer, stove and oven, and be outfitted with pots, pans, knives, cups, plates, and other cooking and eating utensils. • Vessel shall have a minimum of two five kilowatt or greater generators, or one 14kW or greater generator, and be equipped with a spare parts kit per generator consisting of at a minimum one oil filter, one full sump capacity of oil, one full system capacity of coolant, fuses, all belts, and two impellers. • Vessel shall have properly working and maintained house and start batteries, battery charger, inverter, and 50ft or longer shore power cable with appropriate adapters. • Vessel shall have a life raft capable of carrying a minimum of six people that has been inspected and certified per 46 CFR 160.151. • Vessel shall have a primary anchor that is rated for the vessel with a minimum of 300ft of rope comprised of at least 30ft of chain. • Vessel shall have six or more mooring lines and four or more fenders, capable of adequately securing vessel. Vessel shall be equipped with a swimmer platform and ladder or swimmer door and ladder. • Vessel shall have primary and back up control systems, inspected and working engine room, fixed fire suppression system, engine driven emergency dewatering system, emergency flooding DC plugs, and USCG required fire extinguishers per CFR. • Vessel shall meet all USGC regulations, and have current safety equipment onboard. The contractor shall provide all vessel documentation, historical maintenance documentation, reference manuals, and system drawings. • Vessel will be received with fuel tank filled to full. • Period of Performance is the 16th June - 23rd of June. The vessel leasing will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Subpart 13 - Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code for this acquisition is 532411. The size standard is $30.0 million. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the offeror is self-certifying that neither the requestor not the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contrast from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States.
