Description
1. Notice of Intent (NoI) To Award a Sole Source Contract Action: The Defense Information System Agency (DISA) Defense Information Technology Contracting Organization (DITCO)-Scott PL8322 Hardware Section intends to award a non-competitive (i.e. sole source) contract to ViaSat. The cited authority for this action is 10 U.S.C. § 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. (FAR 6.302-1/DFARS 206.302-1). The proposed contract action shall consist of cost plus fixed fee contract line items. A. Description of Action: The Project Manager, Mission Command (PM MC), Product Manager Joint Battle Command - Platform (JBC-P) program is a networked battle command information system that enables units to share near real-time friendly and enemy situational awareness information, operational maps and graphics, and command and control messages. JBC-P is an upgrade from the Force XXI Battle Command Brigade and Below Joint Capabilities Release and is fielded in both mobile and command post versions with communications being supported by the Blue Force Tracker (BFT) satellite for mobile operations and the tactical internet for command post operations. BFT-2 is the next generation of the BFT-1 transceiver/network and an integral part of JBC-P products/systems. BFT-2 equipment is installed on a variety of host vehicles, such as High-Mobility Multipurpose Wheeled Vehicle (HMMWV), Bradley, Abrams, Paladin, and Aviation (select fixed and all rotary wing). The JBC-P computer is connected via an Ethernet connection to the KGV-72 Type 1 Encryption Device and then to the Satellite Transceiver. The BFT-2 units communicate with each other via one or more L-Band communications satellites. B. Description of Supplies/Services: The Contractor shall perform ad hoc supplementary engineering support services to the BFT-2 Engineering support services areas include but are not limited to: engineering investigation, information assurance, security, safety, certification and accreditation, casualty reporting, system troubleshooting, repair, refurbishment, installation, integration, interoperability, testing, fielding, sustainment, and training services. Each assignment will be awarded via separate Task Orders (TOs), which shall be defined in detail in writing and shall include a cost and manpower ceiling, schedule, and deliverable items. C. Contractor's Unique Capabilities/Qualifications: ViaSat is the sole source provider of the BFT-2 OEM family of systems developed at private expense for this turnkey procurement. BFT-2's are not commercial items and are primarily compromised of commercial components and Non-Developmental Items (NDIs) which are then integrated into specific Army vehicular platforms to support commercial L-band communications. The BFT-2 family of systems is comprised of BFT-2 Ground and Aviation transceivers, SNCC, and SGS was designed and developed by ViaSat and procured by the Government as a turn-key solution. The ViaSat turn-key family of systems is based on the use of proprietary BFT-2 waveform and software hosted on the ViaSat transceiver platform design. PM MC has a requirement to continue engineering support for JBC-P FRP requirements, maintain current fieldings, and is the sole provider of BFT-2 systems to other customers. 2. Sources Sought & Submission Details: In accordance with the aforementioned, ViaSat has been identified as the only responsible source of satisfying this requirement. While DITCO intends to award on a sole source basis, industry response is encouraged. Therefore, this NoI sysnopsis also serves as a "Sources Sought" announcement. Interested sources that believe they can satisfy this requirement in accordance with the above capabilities shall submit their interest in writing by close of business on June 16, 2017. Submissions shall be sent via email to debra.l.powell-schaffer.civ@mail.mil and cheryl.a.moody5.civ@mail.mil and include the following: •a) Company name and address •b) Company representative and business title •c) Business size •d) Cage code •e) Brief capabilities statement package (no more than five pages) demonstrating ability to perform the requirements listed above including access to ViaSat's proprietary waveform.
