REQUEST FOR INFORMATION VA119-17-N-0385 Standard and Bariatric, Mattresses and Bed Systems The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) is the largest integrated healthcare system in the US providing care at 1,233 care facilities, including 168 VA Medical Centers and 1,053 outpatient sites that require the use of Standard and Bariatric, Mattresses and Bed Systems to care for our veteran population. The Integrated Product Team (IPT) identified both Standard Hospital and Bariatric Bed Systems which include bed frames, low air loss/alternating pressure and foam mattresses Systems, as candidates for standardization. The purpose of standardization is to improve care and reduce the risk to patients from entrapment from miss-matched Standard and Bariatric bed frames and mattresses while obtaining uniform, quality products, at the best prices possible in accordance with VHA Directives and safety guidelines. Currently VHA medical facilities purchase these products from various companies on a case by case basis. The standardization initiative is in accordance with VHA Handbook 1761.1; however, Service Disabled Veteran Owned Small Business (SDVOSBs) and Veteran Owned Small Business (VOSBs) will be given the maximum opportunity to compete per the requirements of Public Law 109-461. The attached Minimal Technical Requirements describes the requirement. 1. DESCRIPTION THIS IS NOT A SOLICITATION. This notice is for planning purposes only and does not constitute a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The VA is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated in responding to this RFI will be solely at the interested vendor s expense. Not responding to this RFI does not preclude participation in any future solicitation. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive contract nor does it restrict the Government as to the ultimate acquisition approach. It is emphasized that this is a notice solely for planning and informational purposes. The applicable North American Industry Classification System Code (NAICS) is 339113  Product Service Code (PSC) 7195 Furniture, Hospital, Specialized (E.G., Hospital Beds, Operating Room Furniture), Manufacturing. 2. PURPOSE VHA is seeking potential vendors to provide any or all Standard and Bariatric, Mattresses and Bed Systems in accordance with the attached Minimal Technical Requirements. 3. RFI VENDOR SUBMISSION INSTRUCTIONS All Businesses are encouraged to respond, if they have the capability and capacity to meet the minimal technical requirements for Standard and Bariatric, Mattresses and Bed Systems to support VHA. If your company has an interest in responding to the requirement described above, provide a capability statement with product literature addressing the following: Do your products meet the all the Minimal Technical Requirements provided in the attachment to this RFI? Are your products on GSA Schedule: VA FSS Category 65 II A, Special Item Number(s) (SIN) A-69? Are your products compliant with the Trade Agreements Act? Is your company the manufacturer or distributor Standard and Bariatric Bed Systems? If your company is a distributor, what is the business size of the manufacturer? What is your company s ability to meet VHA s large distribution requirement? SUBMISSIONS ARE DUE no later than June 28, 2017 by 4:00 pm, Eastern Time. All responses under this RFI shall be emailed to VASACDirectorateC@va.gov.
