Attachment 2 Background SOO DRAFT FedBizOpps Posting: DHS-HSI-Data Analysis Services Solicitation Number: HSCEMD-17-R-00010 Synopsis: The purpose of this special notice is to announce an industry day for Homeland Security Investigations (HSI) National Security Investigations Division (NSID) Counterterrorism and Criminal Exploitation Unit (CTCEU) within the Immigration and Customs Enforcement (ICE) component of the Department of Homeland Security (DHS). The purpose of this event is to engage industry, and to provide a platform for open discussion and idea exchanges on an anticipated procurement. The objective is to help provide insight into an overarching vetting contract that automates, centralizes and streamlines the current manual vetting process effort. All costs associated with participating in the industry day will be solely at the participant's expense. This will also be an opportunity for the federal government to hear feedback and best practices from industry for these types of services for migration and modernization of current processes for data analytic type services. This request for information does not commit the government to contract for any supply or service whatsoever. The government is not at this time seeking proposals and will not accept unsolicited proposals. The costs of travel shall not be reimbursed to attendees, and there is no entitlement to payment by HSI/ICE of direct or indirect costs or charges that are incurred. There is only one anticipated Industry Day at this time. An overview of HSI's current process is provided as an Attachment 2- labeled, "Background." If a solicitation is released, it will be solicited on Federal Business Opportunities (FedBizOpps) website or it may be solicited under the General Service Administration (GSA) One Acquisition Solution for Integrated Services (OASIS) Multiple Award Indefinite Delivery/Indefinite Quality (ID/IQ) Contract. It is the responsibility of the respondents/offerors to monitor the websites for additional information pertaining to this request. NAICS code: 518210. The objective of this requirement is to collect, research, analyze, and populate data in various law enforcement databases, as well as work with other government agencies at off-site locations. The Contractor shall be expected to meet operational demands and ensure timely responses to projects, daily requirements such as lead development and completion of weekly lead imports to ensure no backlogs develop, support operational components and timely submissions of deliverables. This effort is instrumental in ensuring that the mission support is in place for the integration of the current processes and to help automate them in the future. This opportunity will be located in the Washington DC commuting area. Attached is the Statement of Objectives (SOO)-Attachment 1, which provides detailed information on the Performance Objectives of the HSI Data Analysis Services requirement as identified in the attachments. The purpose of this Industry Day is to gain knowledge of potential vendors' capabilities, solutions, and practices that could satisfy the technical and functional requirements for all interested parties to provide comments/questions on the draft requirement for a possible new data analytics support contract. **Registration** ONLY THE FIRST 20 VENDORS WILL BE GUARANTEED SLOTS FOR ONE-ON-ONE MEETINGS. ADVANCED REGISTRATION IS REQUIRED. All interested Participants MUST Register in advance of the event, via email to michelle.d.kelley@ice.dhs.gov. The industry day will be limited to the first 20 vendors that respond by email, to michelle.d.kelley@ice.dhs.gov by 4:00pm CST (5:00pm EST) on June 30, 2017. The subject line shall read "Data Analysis Services Industry Day." If you would like a one-on-one appointment with the Government during Industry Day, Registrations must be submitted by 10:00am CST (11:00am EST) on June 30, 2017 in order to attend. ICE/HSI will notify the first 20 vendors with proposed dates and time slots available. Please include the company name, attendee(s) contact information and a copy of your firm's capability statement (10 page limit) inclusive of DUNS number and socioeconomic status information. The interested parties will be able to provide a capabilities briefing limited to 20-30 minutes with questions addressed for each vendor during the briefing. **Agenda** This industry day will include a briefing by the Government on key items concerning projected execution of the requirement. All discussions will be unclassified. An agenda is provided below. Vendors are requested to provide five sets of all materials. HSI will not release or distribute received information outside of the agency's operations, however vendors must identify and clearly mark any proprietary information contained in their materials. The event will not be hosted via webcast live. Industry Day Agenda: Contractor appointment times: 20-30 minutes max. Briefing by the Government Contractors' presentations Q&A: submitted by contractor & answered by Government (all Q&A's to be posted online) Closing Remarks The Government will not pay for information submitted in response to this announcement or industry day attendance. Proposals and/or quotes are not being requested nor will they be accepted at this time.   **Questions and Answers** There will be two rounds of Questions and Answers (Q&A's). The initial round of questions on this requirement should be sent, via email, to michelle.d.kelley@ice.dhs.gov by 5:00pm CST (6:00pm EST) on June 21, 2017. The subject line shall read "Questions- Data Analysis Services." Answers will be posted to FedBizOpps, under this announcement, prior to the subject Industry Day. The questions concerning the Data Analysis Services requirement that the vendors might have during the presentation will be addressed during the capabilities briefing and will be answered during that time. The entire list of questions and answers will be posted by 2:00 pm CST (3:00pm EST) on July 27, 2017 to FedBizOpps, under this announcement. **Date and Time** The HSI Data Analysis Services Industry days will be held during the week of July 18-20, 2017 at 9:00am EST. Interested companies are limited to three (3) people due to seating capacity. **Location** ICE/Homeland Security Investigations Building 1525 Wilson Blvd, Suite 425 Arlington, VA 22209 Plan to arrive at the Industry Day venue at least 30 minutes earlier than their appointment time to allow for security screening, sign in, visitor badging, and then contractors will be directed to the presentation room.
