- Description
- The Transportation Security Administration (TSA) Office of Intelligence and Analysis (OIA), Office of Intelligence and Analysis (OIA), Program Management Division (PMD) and Office of Contracting and Procurement (OCP) intends to negotiate a sole source contract (in accordance with FAR 6.302-1) with National Association of Public Health Information Statistics (NAPHSIS), 962 Wayne Suite 701, Silver Spring, MD 20910, as the only responsibly source that can provide access to birth certificate verification and certification services for the purposes of verifying physical birth certificates presented by applicants during the enrollment process. Accordingly, the TSA intends to enter into a sole source contract on the basis of other than full and open competition. This requirement will not be set aside. NAICS Code: 813920 - Professional Organizations The solicitation number for this requirement is HSTS02-17-Q-OIA207. NAPHSIS is the only association that maintains nationwide relationships with all state vital records offices. Record offices within each state maintain electronic birth records for those individuals born within that state. NAPHSIS implemented and manages the Electronic Verification of Vital Events system on behalf of the states which used by a number of federal agencies for the purpose of verifying birth certificates for anti-fraud and identity assurance activities. The NAPHSIS system allows the Government to be more efficient by using only one system versus connecting to multiple state systems. There is a financial burden and valuable time involved with having multiple systems and negotiating each state agreements. NAPHSIS allows for efficiency to include training staff and maintaining Authorization to Proceed (ATO) if needed by the state. Currently this web base system is approved to be used by TSA system owner. The description of requirement for the items requested are as follows: • Monthly Subscription Fee • Transaction Fee • Verification Fee • Certification Fee This new contract will be put in place in Fiscal Year 2017, with a base period of performance of twelve (12) months with an additional four one-year option period that will be exercised if necessary. This notice of intent is not a request for competitive proposals. Interested vendors who may wish to seek subcontracting opportunities should contact the above named company directly. Vendors may identify their interest and capability to respond to the requirement by emailing the points of contact below. However, all responses received within 15 days of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
