Description

This is an award notice for a contract to provide emergency transformer repair services for the VA Palo Alto Health Care System. This contract was awarded as a sole source contract to Splicing, Terminating And Testing, Inc. The award was made under the authority of FAR 6.302-2, which allows the VA to make a sole source award when the agency s need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for. This authority is appropriate when an unusual and compelling urgency precludes full and open competition, and delay in award of a contract would result in serious injury, financial or other, to the Government. There is an urgent scenario at our Menlo Park medical center where an electrical transformer needs immediate repairs to avoid a potential explosive situation. If that were to happen it could result in loss of life and severe injuries. As a result, we needed to get a contract in place and we were not able to follow the normal competitive process.
