Description
Naval Health Research Center (NHRC) intends to solicit proposal and award a contract that meets requirements as per Statement of Work (SOW) provided below. The NAICS Code for this action is 541990 - All Other Professional, Scientific, and Technical Service. NHRC requires that all contractors doing business with the Acquisition Office must be registered with System for Award Management (SAM). No award can be made unless the vendor is registered in SAM. STATEMENT OF WORK VECTOR BIOLOGY RESEARCH PROGRAM FOR NAVAL MEDICAL RESEARCH UNIT THREE PROTOCOL: "RISK MAPPING OF ARBOVIRUS TRANSMISSION IN SOUTH NIGERIA" 1.0 INTRODUCTION This is a contract for support of the Global Emerging Infections Surveillance (GEIS) funded FY 17 project titled: "Risk Mapping of Arbovirus Transmission in South Nigeria", performed by Vector Biology Research Program (VBRP), U.S. Naval Medical Research Unit No. 3 (NAMRU-3), in Egypt. This study aims at understanding the environmental factors, geographic distribution, diversity, and abundance of arthropod vectors transmitting viruses potentially involved in Arbovirus Febrile Infection (AFI) and is important to determine associated disease prevalence and direct control measures. 2.0 BACKGROUND Currently funded by DoD/ GEIS, the project is intended to be interactive and flexible enough to allow for response to developments related to the project, such as vector borne-diseases, and to provide mechanisms for real time data collected as part of DoD/GEIS. In addition, capacity building projects, which are part of most projects, require constant feedback regarding difficulties encountered by Nigerian collaborators and new techniques available from NAMRU-3. Current and projected expansion of scientific programs and activities in Nigeria - as part of West Africa - requires increased engagement with the contractor to perform field and laboratory work and training components. NAMRU-3 is an infectious disease research institute of the United States Navy located in Cairo, Egypt. NAMRU-3 conducts scientific research and public health initiatives throughout the Middle East, Eastern Europe, Central and Southeast Asia, North and West Africa. The Vector Biology Research Program (VBRP) at NAMRU-3 is involved in the surveillance, diagnosis and control of vectors transmitting pathogens causing hemorrhagic fever diseases. The program has extended collaborative projects with many countries including Liberia, Ghana, Nigeria, Yemen and others. VBRP has initiated research activities in collaboration with Walter Reed Program Nigeria in Cross River State. This has paved the road for a promising expansion to address multiple collaborative research protocols in Enugu State. These ongoing and future expanding research plans mandate the need for an in-country coordinator who would have an in-depth knowledge of both scientific merits and political will, as well as the positive impacts of such collaboration for the local government in Nigeria. There is no NAMRU-3 laboratory or office facility in Nigeria and research and surveillance activities require collaboration with local institutions. These projects provide vector-disease surveillance data to Department of Defense (DoD) and the Government of Nigeria. Dr. Okechukwu-Chukwuekezie will serve as the Nigerian coordinator who will direct all the entomogical studies and molecular biology studies, and will be the person of contact and responsible for coordinating all aspects of the study as detailed in the study protocol. Dr. Okechukwu-Chukwuekezie has been the Director of National Arbovirus and Vectors Research Centre (NAVRC) in Enugu for 10 years. He has long years of professional skills and experience as an entomologist and working on vectors transmitting viruses which are the core of our study. He had many research projects on arboviruses which will provide Vector Biology Research Program with all the support and services needed for the arbovirus study. He is the only Entomologist in Enugu State with the adequate resources to perform the tasks required in the Scope of Work, as detailed in Section 3.0. 3.0 SCOPE OF WORK The contractor will be responsible for the following: • Coordinate both field and laboratory work of disease-vector. This will entail obtaining Nigerian governmental permission/clearances, explaining the studies, ensuring adherence to safety and biosafety procedures and collecting and processing study specimens. This will require coordination between the contractor, local experts, officials, and Principal Investigator at VBRP. • Subcontract individuals to conduct 6 field trips for mosquito trapping every other month from the start date of contract for one year to study sites in Ugboka, Agbalenyi, Opi and 82 Division in Enugu Military Base. The contractor will be responsible for arranging and providing field transportation and field gear. These mosquitoes should be sorted out, identified and well preserved for shipping to NAMRU-3. (Aedes mosquitoes should be preserved in RNA later, while Anopheles should be in silica gel.) • Responsible to collect, record, and document all ecological, and biological factors and parameters under which the arthropods were collected. • Subcontract individuals to conduct lab work by extracting DNA/RNA from 10% of female Anopheles/Aedes and test for the presence of Plasmodium parasite/Dengue, Chikungunya, Yellow Fever and Zika viruses. • Provide and maintain a secure and suitable laboratory space for the visiting scientists from NAMRU-3 as well as for local contract personnel to process all arthropods specimens and subsequent identification. • Establish a mechanism to sustain and maintain all lab and field gear in functional and good condition. • Responsible for shipping a total of 6,000 mosquito samples to NAMRU-3 in good condition from the start date of contract for one year on a quarterly basis (1500 mosquito each time). • Work schedule will be flexible and managed by the PI of VBRP with the contractor's input. 4.0 DELIVERABLES The contractor will: • Procure any supplies needed for trapping like batteries, yeast, etc., as well as reagents and consumables from either local or international market. • Maintain updated inventories of all samples, reagents and other supplies and assure availability of all related lab and field supplies. • Provide monthly/periodically updated situation assessment report. The Monthly Status Report specific to Laboratory Operational Support and Scientific Analysis and Support shall include recent accomplishments, key activities underway, upcoming events, and problems/concerns. 5.0 SAFEGUARDING OF SAMPLES • The contractor will be responsible for safeguarding all samples required under this contract. Samples will be properly secured inside the contractor's facility. The contractor will responsible for preparing necessary supplies and equipment to ensure samples are properly stored according to conditions stated in the contract. • The contractor will be responsible for transporting/shipping samples from study sites according to schedules set forth in the contract. All samples will be shipped according to International Air Transport Association (IATA) regulations for shipping biological material in the appropriate shipping containers and at the specified temperatures, taking into consideration transportation distances. S. Naval Medical Research Unit No. 3 (NAMRU-3), Cairo, Egypt. • Services not conforming with the requirements of this contract shall be rejected. • There is no obligation on the part of the U.S. Government to pay any services that are found to be not in the conformance with the requirements hereunder at time of delivery. 11.0 WORK SCHEDULE NAMRU-3 working hours are from 0800 to 1630 from Sunday through Thursday. All work performed in Nigeria will be at the discretion of Principle Investigator. 12.0 INVOICING INSTRUCTION: Invoice shall be submitted on a standard commercial invoice in accordance with the following provision: The contractor shall submit an original invoice to the address designated in the contract to receive invoices. An invoice must include - • Name and Address of Contractor; • Purchase Order/Contract Number; • Invoice Number and Date; • Description, quantity, unit of issue, unit price, and extended price of items delivered or services performed; • Terms of any prompt discount offered; • Name and address of official to whom payment is to be sent; and • Name, title, and phone number of person to be notified in event of defective invoice.
