- THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. This procurement will be processed pursuant to FAR part 12 and Part 13.5. No solicitation will be issued. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Responses are to be received within 10 days of this notice. No telephone calls are being accepted. The United States Department of Agriculture (USDA), Economics Research Service (ERS), intends to negotiate and award on a Justification for Other Than Full and Open Competition (JOFOC) basis. A purchase order will be one year firm-fixed price (plus four option years) awarded to Capital Economics (N.A.) Limited of London, United Kingdom for electronic access (via the internet and through local loading), with perpetual data rights to the subscribed content. Anticipated Date of Award: 6/23/2017. The emerging markets service covers cross-cutting macroeconomic issues affecting China, India, Latin America, Emerging Asia, Emerging Europe, the Middle East and Africa. Capital Economics offers an independent view of these markets. These regions include many of U.S. agriculture's most important export markets, as well as its closest competitors. The agricultural commodities service produces analysis that directly links global macroeconomic events to the agricultural sector. It covers agricultural markets generally and offers in-depth analysis and price forecasts for grains, oilseeds, rice, sugar and cotton, as well as tropical commodities and lumber. The global economics service provides timely, cross-cutting global macroeconomic analysis. A feature of this service is a monthly report, Global Trade Monitor, which provides valuable information on how current economic events impact the outlook for international trade. Issue-driven analysis of the type provided by Capital Economics can be assembled from many different sources, particularly news periodicals and government and international agencies' websites.
