Description
This sources sought notice is NOT a Request for Proposal and is being issued solely for informational and planning purposes in accordance with DFARS 205.205-71 and PGI 206-302-1(d); it does not constitute a solicitation or firm requirement. This is strictly a Sources Sought for tentative services for the United States Army Human Resources Command (HRC). No Request for Proposal (RFP) exists; therefore, do not request a copy of the RFP. Responses to this sources sought are not proposals to which Army Contracting Command - Rock Island (ACC-RI) can issue contracts. This requirement is for the GoArmyEd system. The GoArmyEd system provides access to educational programs and services such as enrollment in college classes, management of financial assistance, educational counseling, and military and academic testing. GoArmyEd provides a wide range of contractor-provided services to satisfy the operational requirements of Soldiers, Reserve Officers' Training Corps (ROTC) Cadets, Army Civilians and Army Interns education programs and services in support of the HRC ACED, U.S. Army Cadet Command, Headquarters DA G-3/5/7, and Army G1 Career Programs. GoArmyEd also provides one location for academic institutions and vendors to process credit-bearing enrollments, submit course grades, and verify and prepare invoices for payment. Currently, the GoArmyEd requirement is an indefinite delivery indefinite quantity (IDIQ) contract (W91WAW-07-D-0010) and was competitively awarded to IBM as a ten-year IDIQ contract in May 2007 by the Acquisition Contracting Center, National Capital Region, and District of Columbia. The Government intends to award a base year plus two, one year option periods, sole source bridge contract to IBM until such time as a competition and award, as well as development and go-live of the new modernized system can be accomplished. The GoArmyEd system source code and software is proprietary to IBM as it owns all data rights. With IBM having ownership of proprietary software, a new contractor would have to develop new software just for sustainment in support of all the customers currently using the GoArmyEd system. To do so, that new contractor would have to reverse-engineer GoArmyEd processes and workflows, migrate 16 years of financial and other data residing in GoArmyEd, re-build Data Warehouse and its existing reports, re-integrate all student groups, schools/vendors and other customers by February 2018. The only economical and efficient approach is for IBM to complete ongoing tasks, and provide sustainment of the existing system during this base, plus two option years, bridge contract. HRC is now positioned to initiate award of a Modernized GoArmyEd contract with development starting 30 June 2018, but no later than 1 September 2018 and a "go live" date of December 2019 but not later than March 2020. With the development of the modernized GoArmyEd system through a competed contract action, it is the intent of the Government to ensure all contract terms and clauses are added to the new contract to ensure the government will own or have licensing rights to all software used in the new system. The modernization effort will incorporate a common operating environment (COE) and avoid all proprietary software and hardware to the fullest extent possible. The modernization effort will be hosted at the HRC Data Center in Fort Knox, KY. The Government is requesting feedback on this Acquisition Strategy and to determine if any vendors are capable of providing the GoArmyEd system Sustainment services until such time as the modernized version goes live. Vendors are also encouraged to submit any applicable ideas by which the Government could achieve cost savings on this and the future modernization acquisition. The Government will use the responses received for information/planning purposes and to identify potential sources as part of market research. Responses shall include the following: company name, point of contact, address, telephone, website and email addresses, brief description of company and its capabilities to perform the GoArmyEd sustainment requirements, a brief descriptions of recent and relevant projects for tasks similar to GoArmyEd, DUNS number, CAGE Code, as well as size category and socioeconomic status. All information received in response to this Sources Sought marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responders are solely responsible for all expenses associated with responding. ACC-RI will not pay for information received in response to this sources sought.
