- Exhibit 3 - STANDARD FORM LLL Exhibit 2 - COST/PRICE PROPOSAL TEMPLATE Exhibit 1 - Solicitation ***************************************************************** This notice is modified to add the solicitation and attachments, DTFH6117R00033. ***************************************************************** Synopsis: The purpose of the solicitation is to collect information, quantify and document the following: a) The estimated annual use of steel/iron materials (quantities and value) in the Federalaid highway program; b) Case studies that illustrate the degree to which documentation is available regarding compliance with existing Buy America requirements (including certifications of domestic steel manufacturing - from the melting of the steel through final manufacturing) for manufactured products with steel components, and issues facing the manufacturing industry in sourcing steel products/components and complying with FHWA's requirements; c) Case studies that illustrate costs and burden to the industry and public agencies in administering the requirements. Industry issues could include issues related to the sourcing of materials; competition; global/domestic demand for buy America compliant products, demand for products with other buy America / American requirements, demand for products with no buy America requirements; stockpiling and inventory issues; overall cost of tracking and documenting compliance. Period of performance is 18 months.
