- REQUEST FOR INFORMATION. MARKET RESEARCH ONLY. NO SOLICITATION DOCUMENT EXISTS. The Marine Corps is becoming increasingly reliant on lithium batteries. This reliance has identified a capability gap in relation to safe storage and maintenance (i.e. "charging") of batteries while in garrison and deployed aboard naval and commercial shipping. Marine Corps Systems Command, Quantico, Virginia is seeking sources and information for family of battery storage and maintenance solutions for use on land and aboard naval/commercial shipping. The desired material solution must meet the following requirements: 1. Safety a. Meet or exceed Naval and Commercial shipping lithium battery storage safety requirements identified in NAVSEA SG270 and NAVSEA S9310. b. Provide adequate safety measures to protect against the possibility of lithium battery fires. c. Provide visual and audible alarms in the event of a fire. d. In the event of a lithium battery fire, the system shall be able to contain (Threshold = Objective) and extinguish (Objective) the fire with no damage to external surroundings (Threshold = Objective). e. The system shall allow venting of gases out of the container away from personnel and equipment. f. It is desired that the system prevent propagation of fire from one battery to another. g. Incorporate design safeguards to prevent damage to the fire suppression system when transported overland, by sea, rail and air 2. Operational Environment & Transportability a. Able to be transported (without batteries) overland, by sea, rail and air in a non-operational mode with no degradation. b. Able to withstand extended exposure to austere environments (direct sun, sand, rain, salt fog, etc.) in which Marine Expeditionary Units operate for 15 years. c. Able to be loaded/offloaded by the USMC Tractor Rubber Tired Articulated Steer Multipurpose (TRAM) vehicle without batteries and will not exceed 10,000 pounds (fully configured weight but without batteries). 3. Internal Environmental Control a. Possess an integrated environmental control unit (ECU) capable of maintaining internal temperature to within 40°F @ -25°F external ambient temperature and 95F° @ 131F° external ambient temperature. b. It is desired that the system integrate and utilize fielded USMC ECUs: USMC 9,000 BTU/hr ECU (P/N GSQ396ZABNWFX11, NSN 4120-01-597-5423) or USMC 18,000 BTU/hr ECU (P/N GS1H93ZAANWFX11, NSN 4120-01-599-7691). c. Incorporate design safeguards to prevent damage to the ECU when transported overland, by sea, rail and air. 4. External Space Claim & Physical Features a. Not to exceed the external space claim of the BiCon Modular Container. Length: 117.75" / Width: 96" / Height: 96". b. Ability to open the entrance/exit points externally and internally. c. Ability to secure entrance/exit points via common padlock. d. Entrance/Exit points sufficient to prevent the intrusion of blowing rain, dust or sand when closed. e. Provide internal illumination via Explosion Proof (Threshold = Objective) EMI Hardened (Objective) Light Emitting Diode (LED) lighting. 5. External Power Interface a. Ability to interface with external power sources via an IEC60309 120/208 VAC 3-phase connector and 24 VDC. 6. Charging and Maintenance Charging Functions a. Ability to perform periodic low-rate/trickle maintenance charging to the appropriate State of Charge (SOC) level, full rate charging, and determine the "health" of System Management Bus (SMBus) equipped batteries.. b. Batteries shall be able to be removed and installed with the system powered on, at any time including during charging, without damage occurring to the system or battery c. The system shall not draw more than 0 mA from installed batteries. d. The system shall automatically detect batteries once installed and shall automatically start to charge the battery to the appropriate "maintenance" level. When charging, the system shall be able to detect, charge, and terminate charge of all installed batteries with no additional interaction from user. e. The system shall be a Level 3 charger per Smart Battery Charger Specification Revision 1.1. The system shall safely charge SMBus configured batteries. This shall include reading internal battery temperatures and battery type. The system shall have redundant cutoff of power for battery type and temperature (both SMBus ID pin and SMBus data). The system shall ensure that safely charging the battery is placed above meeting battery requested requirements. f. The system shall attempt to revive over-discharged batteries. If the over-discharged battery is not able to be recovered enough to establish proper communication or positive ID (in the case of a non-smart battery) within 5 minutes, the system shall cease to attempt to recover and charge the battery, then indicate the fault to the user. The system shall not attempt to charge the battery again until the battery is physically removed and reinserted by the user. g. With batteries that have multiple sections, such as the BB-2590, the system shall balance both battery sides while charging. 7. Charging Bay/Shelving a. It is desired that the battery charging bay/shelving shall be modular in nature and integrate with the following USMC Advanced Battery Charger (ABC) battery adaptors (Source of Supply: Bren-Tronics): BTA-70100-1 BTA-70100-2 BTA-70100-3 BTA-70100-4 BTA-70100-5 BTA-70100-6 BTA-70100-7 BTA-70288 (BT-70788) BTA-70812 (BT-70557) b. Provide 20" of storage under the bottom bays/shelves. 8. Workspace & Operator Controls a. Provide a flat 24" x 34" shelf capable of supporting 200Lbs that is oil and corrosive agent resistant. b. Provide eight (8) NEMA 120V / 10-15 AMP GFCI explosion proof outlets. c. Provide an operator interface that will display battery type, state of charge and health in addition to enabling the operator to selectively place individual bays/shelves in maintenance or charge modes. 9. Human Factors a. The charging/maintenance bay/shelving and workspaces shall comply with Mil Std 1472G (Human Design Standard) associated to the 98th percentile male and 2nd percentile female in regards to unaided access and operation. Electronic equipment shall be able to be maintained via the USMC Electronics Maintenance Tool Kit. b. All internal components to include ECU and fire suppression shall be able to be maintained and removed via the USMC General Mechanics Tool Kit. Any value added information that would be pertinent to a future acquisition program is desired. The Government is particularly interested in: 1. Any industry or Governmental standards which your products are built to meet. 2. Products internal bay/shelving and locker options. 3. Ability of individual battery bays/shelves to be individually cooled / heated. 4. Any battery failure/fire containment data on your product. 5. Maximum quantity of BB-2590/U batteries your product can store and charge. 6. Maximum power consumption of your product. 7. Product production cost and any projected developmental funding that would be needed to meet this effort's required capabilities. 8. Rough order of magnitude costs to deliver up to a minimum of two (2) systems within six (6) months of the close of this Request for Information (RFI) 9. Manufacturing capability and cost per system to provide approximately 350 systems at a rate of approximately 20 per month. This information will be used to support the planned procurement initiative to field this capability. The Governments seeks to ascertain the degree to which the capability can be met. Submission and Content of Material: Potential offerors with the ability to meet the requirements listed are requested to provide information on their solution. REQUEST FOR WRITTEN RESPONSES: No industry day is planned. Only offerors who can adequately address the minimal system capabilities are encouraged to respond. Responses from interested businesses should include the following: 1) Business name, business size per NAICS Code 335911, address, and point of contact information (name, email and phone number). 2) Include information about capacity of facilities, equipment, personnel, established quality assurance processes and corrective action methods. 3) Is the item currently available in the commercial market IAW Federal Acquisition Regulations Subpart 2.101) If a commercial item exists, but does not fully meet the above requirements, provide an estimate on when an item would be available to meet the above requirements. 5) Any other valuable information such as cost per system and system dimensions is also requested; in addition to relevant past performance.
