Exhibit 2 - STANDARD FORM LLL Exhibit 1 - COST/PRICE PROPOSAL TEMPLATE Solicitation DTFH6117R00032 ***************************************************************** Modified on 6/12/2017 to add the solicitation, DTFH6117R00032. ***************************************************************** Building Information Modeling (BIM) technology, having been used in the vertical construction world for many years, has more recently crossed over into civil works and, as such, transformed into the developing field of Civil Integrated Management (CIM). There has been much research over the last few years regarding what constitutes the CIM framework, and the outcomes of these efforts have all converged on the overall concept that CIM integrates full-agency processes--not simply nD design, but everything from eConstruction and asset management, to finance and planning, and the need for interconnection and data flow between all of these processes. The objective of this research effort will be the identification of existing, applicable, digital transportation life cycle data standards and, using these findings, the development of a conceptual data standard, a data governance approach, and an implementation plan. It is expected that this effort will be coordinated with the state highway agencies and other appropriate stakeholders. The results of this project will be documented and deployed through webinars, TechBriefs, and conference presentations. This project will involve performing a national/international synthesis of data collection and governance standards that have applicability to CIM. Once this is complete, the findings of the synthesis will be examined for commonalities and, especially, congruence with the data needs of the CIM framework. Products will then be developed with the goal of providing leadership toward future efforts in the development of CIM data management, sharing (or interoperability) and governance standards. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform thorough and superior-quality research. The contractor shall provide the following, but not limited to: Task 1: Kick-off meeting Task 2: Literature Review Task 3: Conduct a synthesis that identifies, from national and international examples, data management, interoperability and governance standards, practices, and frameworks that are applicable and appropriate for use in CIM. Task 4: Perform analysis and distillation of the findings from Tasks 2 and 3, and incorporate input received from FHWA under Task 3. Task 5: TechBrief that captures and summarizes the goals, methods, and findings of the project and shall be developed concurrently with the other project deliverables. Task 6: Webinar of findings Task 7: Publication ready final report The primary North American Industry Classification System (NAICS) Code is 541330 - Engineering Services with a standard size of $15,000,000. This procurement is to be issued as a full and open competition. The period of performance is anticipated to be 18 months. The procurement will be competitively awarded using Source Selection (FAR 15.3) procedures. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. Evaluation factors for award will consist of Technical Capabilities, Past Performance, and Cost/Price. The best value to the Government based on these factors will determine award. The Government reserves the right to make an award on initial offers, but discussions may be held if appropriate. FedBizOpps is designed to safeguard sensitive but unclassified acquisition information and is fully integrated with other electronic Government initiatives, including the System for Award Management (SAM) (www.sam.gov).
