- Pursuant to 13.106-1(b), the Federal Highway Administration intends to negotiate a sole source purchase order with the Towing and Recovery Association of America (TRAA) to develop a certification program for towing and recovery and other emergency responder support professionals involved in Traffic Incident Management(TIM). TRAA is the umbrella trade group and national voice of the towing and recovery industry, with estimated 35,000 members representing towing businesses in the United States, Canada, and New Zealand. TRAA represents the interests of the industry and produces an array of educational products supporting professionalism in towing and recovery as well as in business management. TRAA and its affiliates work with public safety leaders and transportation experts committed to reducing deaths and injuries to America's emergency responders. Agencies across the country recognize the need for trained and certified professionals to efficiently practice TIM and clear incidents in a timely manner, however, despite their vital role; no educational program exists currently for towing and recovery support professionals. The development of a certification program for the Towing and Recovery support professionals is essential to the education of non-roadway emergency response support personnel. TRAA is the only known organization to reach this target audience, specifically the State and local towing company support personnel in rural and urban regions that participate in traffic incident response management and operations. This makes TRAA uniquely qualified and positioned with a specialized discipline to reach towing and recovery support personnel with important messages and convince them of the criticality of the TIM training course and associated continuing education. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
