Description
Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to Li-Cor Biosciences, 4421 Superior St., Lincoln, NE. 68504, as they are the sole source for this type photosynthesis system pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for a portable photosynthesis system to supplement our integrated research. Our project studies the effects of soil water availability on sugarcane and requires soil and ecosystem respiration measurements at different soil water conditions. The LI-6800S portable photosynthesis system equipped with the 6800-0 IF Fluorometer will enable greenhouse and field measurements related to crop water stress due to ephemeral flooding and/or drought. The LI- 6800 is the only instrument with superior water vapor control that can humidify or dry the air stream independently of the gas flow rate. This requirement is particularly important for the hot, humid climate in which sugarcane is grown. The LI-6800 also features a larger chamber aperture (9-cm2, 6-cm2 for fluorometer) to maximize signal-to-noise ratio by sampling a larger leaf area. Li-Cor is the only known source for this type instrument system that has the required speed and stable feedback control of C02 and H20 at the leaf as a result of the unique fast response C02 and H20 Infra-Red Gas Analyzers (IRGA) built into the mixing volume of the leaf cuvette. Our research requires an instrument of this design so measurements can be confounded by gas concentration changes at the leaf. Li-Cor Biosciences is the sole source of this type of photosynthesis system that can satisfy all of the above criteria and that satisfy the requirements of our research. The Government intends to award a firm fixed price Purchase Order, subject to the availability of funds, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 11:OOAM central time, June 16, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
